This announcement constitutes a Notice of Contract Action (NOCA) by the Air Force Research Laboratory (AFRL), Directed Energy Directorate (RD), Kirtland AFB NM. AFRL intends to solicit, negotiate, and award a non-competitive, cost-plus-fixed-fee completion contract to the Raytheon Company (CAGE 15090) located at 1151 E Hermans Road, Tucson, Arizona 85756.
The statutory authority of this action is Contracting by Other Than Full and Open Competition, under the authority of 10 U.S.C. 2304(c)(1) as implemented with FAR subpart 6.302-1. The sole source action will be implemented via a contract that will provide testing and demonstration of the Counter-Electronic High Power Microwave Extended Range Air Base Air Defense (CHIMERA) prototype, developed under Defense Microelectronics Agency (DMEA) Task Order HQ0727-18-F-1614. The anticipated contract term is eighteen (18) months.
Place of performance will include White Sands Missile Range (WSMR) testing location, Kirtland Air Force Base, and contractor facilities. The North American Industry Classification System (NAICS) code is 541715 with a size standard of 1,000 employees.
This notice neither constitutes a Request for Proposal (RFP) or an Invitation for Bid (IFB), nor does the issuance restrict the Government in any way to an ultimate acquisition approach. THIS IS NOT A REQUEST FOR PROPOSAL AND IS NOT TO BE CONSIDERED AS A COMMITMENT BY THE GOVERNMENT. Any costs incurred as a result of this announcement shall be borne by the offeror and shall not be charged to the Government for reimbursement. The determination of the Government not to compete this proposed contract action based upon the responses to this notice is solely within the discretion of the Government.
The clause at 5352.201-9101, Ombudsman, is applicable to this procurement. An Ombudsman has been appointed to address concerns of offeror(s) or potential offerors. The Ombudsman does not diminish the authority of the program manager or contracting office, but communicates the contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentiality as to the source of the concern. The Ombudsman does not participate in the evaluation of the proposals or in the source selection process. Matters of routine or administrative nature concerning this acquisition should not be addressed to the Ombudsman, but rather to the contracting point of contact identified below.
