Notice Reference Number: F1T1CT4204A001 – Improved Product Analysis Demonstration (IPAD) Datalinks Test Station

This is a notice of contract action (NOCA). This is not a solicitation or a Request for Proposal, Invitation to Bid, or a commitment, implied or otherwise, that AFTC/PZZC will take procurement action in the matter. No reimbursement will be made for any costs associated with providing information in response to this NOCA or any follow-up information requests.

The United States Air Force Test Center/Enterprise Services and Innovative Solutions (AFTC/PZZC), Eglin AFB, FL intends to issue a sole source contract to Lockheed Martin Corporation (LMCO) for acquisition of the below items for the development of an Improved Product Analysis Demonstration (IPAD) Datalinks Test Station.

Item Nomenclature Part Number Quantity 001 Common Mission Computer (CMC) 230M5016-15 1 ea 002 Link 16 Radio, Front End (RFE) 230M9016-101 1 ea 003 Link 16 Transceiver (XCVR) 230M6015-101 1 ea

This acquisition is conducted under the authority of FAR 6.302-1, (10 U.S.C. 3204(a)(1)). Only one responsible source and no other supplies or services will satisfy agency requirements. Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., only one responsible source, urgency, industrial mobilization, international agreement, authorized or required by statute, national security, and/or public). This authority allows other than full and open competition when the supplies or services requested by an agency are available from only one responsible source.

The 46TS performs interoperability and risk reduction testing within the Link 16 network across the various platforms, and in order for the Datalink Test Station to be a valid surrogate for risk reduction or interoperability in lab testing, it must be the actual equipment used in fielded operations and not a "similar to" system. Utilizing the identical equipment is critical so that the 46TS can replicate scenarios that end users are seeing in operational use, perform troubleshooting, report findings, and make recommendations. The Government believes that the subject effort does not lend itself to soliciting multiple sources for effective competition due to the items required being F-35 fielded parts that are only available from LMCO as the OEM.

The anticipated contract award date is 12 May 2025. Any responses to this NOCA shall include the subject line “F1T1CT4204A001 – Improved Product Analysis Demonstration (IPAD) Datalinks Test Station” and be submitted to Celeste Baeza-Rios, Contract Specialist, Email: celeste.baeza-rios@us.af.mil and to the Contracting Officer amanda.jardine.1@us.af.mil, no later than 2:00pm Central Daylight on 11 March 2025.
