About this file

This is a Notice of Brand Standardization issued by Water Environment Services (WES), a division of Clackamas County in Oregon, dated September 24, 2026. The notice seeks exemption from standard competitive bidding requirements to standardize procurement on Endress + Hauser brand instruments for monitoring collection and treatment infrastructure. The instruments specified include mag meters, level sensors, dissolved oxygen meters, pH meters, thermal mass flow meters, associated controls, and similar monitoring equipment. These instruments provide real-time operational data to staff and SCADA systems to support facility control, regulatory compliance, and system optimization. The standardization is effective for a ten-year period, expiring on December 31, 2030, and applies to a class of solicitations rather than individual contracts. Vendors may submit written protests to Procurement Director Ryan Rice at rrice@clackamas.us within fourteen calendar days from the notice issuance date by 5:00 PM.

WES determined that brand standardization on Endress + Hauser equipment is justified under Oregon Revised Statutes 279B.215 based on multiple criteria: the specification is unlikely to encourage favoritism or substantially diminish competition; it would result in substantial cost savings; and it ensures efficient utilization of existing goods through compatibility with current infrastructure. The standardization addresses operational challenges created by instruments from multiple manufacturers currently in use, which has resulted in variability in calibration procedures, diagnostic tools, communication protocols, and spare parts inventory. Standardizing on a single brand will streamline operations, improve maintenance efficiency, and reduce compliance risks related to sanitary sewer overflow prevention and permit requirements.

NOTIFICATION OF BRAND NAME SPECIFICATIONS

9/24/2026

Brand name: Endress + Hauser

Project Description: Collection and Treatment Infrastructure Monitoring

Description of Goods: Instruments for Monitoring

Notice is hereby given by Water Environment Services (“WES”), through its Procurement

Division, that it is seeking exemption from brand name specifications within a class of solicitations.

1. These instruments provide real-time data to operations staff and SCADA systems, supporting facility control, regulatory reporting, and system optimization. Accurate, reliable instrumentation is essential to maintaining compliance with permit requirements and preventing sanitary sewer overflows. Over time, the system has included instruments from multiple manufacturers, resulting in variability in calibration procedures, diagnostic tools, instrument controllers, communication protocols, and replacement parts kept on hand. Instrumentation to include mag meters, level sensors, dissolved oxygen meters, pH meters, thermal mass flow meters, associated controls, and similar instruments.

2. According to ORS 279B.215, the County has determined that for the class of solicitations that include Instruments for Monitoring only the identified brand name specification listed above will meet the needs of WES based on one or more of the following written determinations:

a) That use of a brand name specification is unlikely to encourage favoritism in the awarding of public contracts or substantially diminish competition for public contracts;

b) That use of a brand name specification would result in substantial cost savings to the

WES; and/or

c) That efficient utilization of existing goods requires the acquisition of compatible goods or services.

3. This Standardization is for a Class of Solicitations. This Standardization shall be effective for the next ten (10) years, expiring on December 31, 2030.

4. In accordance with Local Contract Review Board Rules C-047-0700, a vendor may submit protests regarding this notice to the Procurement Director, Ryan Rice, rrice@clackamas.us. Written comments must be received by 5:00PM, within fourteen
