About this file

This is a Notice of Brand Standardization issued by Water Environment Services (WES), a division of Clackamas County in Oregon, dated September 24, 2026. The notification grants an exemption from standard competitive brand specifications for Combined Air Relief Valves (CARVs) and Plug Valves, standardizing procurement to the DeZurik brand for a class of solicitations. CARVs and plug valves are critical infrastructure components used throughout WES's sanitary sewer collection system, including force mains, pump stations, and isolation points, serving essential functions in preventing air accumulation, vacuum conditions, pipeline damage, and sanitary sewer overflows. The standardization is effective for ten years, expiring on December 31, 2030, and applies to all future solicitations within this equipment class during that period.

The County determined that DeZurik brand standardization meets procurement requirements under Oregon Revised Statute 279B.215 based on three criteria: the specification is unlikely to encourage favoritism or substantially diminish competition, it will result in substantial cost savings to WES, and it ensures efficient utilization through compatibility with existing assets. The standardization recognizes these as long-life mechanical assets integral to system maintenance. Vendors may submit written protests to Procurement Director Ryan Rice at rrice@clackamas.us within fourteen calendar days from the notice date, with a deadline of 5:00 PM, in accordance with Local Contract Review Board Rules C-047-0700.

NOTIFICATION OF BRAND NAME SPECIFICATIONS

9/24/2026

Brand name: DeZurik

Project Description: Valves for Wastewater Collection System

Description of Goods: Combines Air Relief Valves (“CARV’s”) & Plug Valves

Notice is hereby given by Water Environment Services (“WES”), through its Procurement

Division, that it is seeking exemption from brand name specifications within a class of solicitations.

1. Combined Air Relief Valves CARVs and plug valves are critical components within the sanitary sewer collection system. CARVs protect force mains from air accumulation and vacuum conditions that can reduce hydraulic capacity, increase surge potential, and damage pipelines. Plug valves are used for isolation, maintenance, and emergency response throughout the system. WES maintains numerous CARVs and Plug Valves across force mains, pump stations, and key isolation points. These are long-life mechanical assets and are integral to maintaining system function and preventing sanitary sewer overflows.

2. According to ORS 279B.215, the County has determined that for the class of solicitations that include Combines Air Relief Valves & Plug Valves, only the identified brand name specification listed above will meet the needs of WES based on one or more of the following written determinations:

a) That use of a brand name specification is unlikely to encourage favoritism in the awarding of public contracts or substantially diminish competition for public contracts;

b) That use of a brand name specification would result in substantial cost savings to the

WES; and/or

c) That efficient utilization of existing goods requires the acquisition of compatible goods or services.

3. This Standardization is for a Class of Solicitations. This Standardization shall be effective for the next ten (10) years, expiring on December 31, 2030.

4. In accordance with Local Contract Review Board Rules C-047-0700, a vendor may submit protests regarding this notice to the Procurement Director, Ryan Rice, rrice@clackamas.us. Written comments must be received by 5:00PM, within fourteen

(14) calendar days from the date of issuance of this Notice.
