About this file

This is a Notice of Brand Standardization issued by Water Environment Services (WES), a division of Clackamas County, Oregon, dated September 24, 2026. The notice seeks exemption from competitive brand specifications for Variable Frequency Drives (VFDs) to be used in sanitary sewer pump stations. VFDs are critical electrical components that regulate pump motor speed to match system flow demands, reduce energy consumption, minimize mechanical wear on equipment, and protect motors from electrical damage such as voltage spikes and phase imbalance. WES has determined that standardizing on ABB brand VFDs is necessary due to the complexity of maintaining multiple manufacturer systems across numerous pump stations throughout the collection system. The standardization applies to a class of solicitations and will remain effective for ten years, expiring December 31, 2036.

WES justified the brand standardization under Oregon Revised Statute 279B.215 based on three determinations: the specification will not encourage favoritism or substantially diminish competition; it will result in substantial cost savings; and it ensures efficient utilization of existing goods through compatible equipment acquisition. Vendors may submit written protests regarding this notice to Procurement Director Ryan Rice at rrice@clackamas.us within fourteen calendar days from the issuance date, with a deadline of 5:00 PM. The standardization falls under Local Contract Review Board Rules C-047-0700.

NOTIFICATION OF BRAND NAME SPECIFICATIONS

9/24/2026

Brand name: ABB

Project Description: Sanitary Sewer Pump Stations

Description of Goods: Variable Frequency Drives (“VFD’s”)

Notice is hereby given by Water Environment Services (“WES”), through its Procurement

Division, that it is seeking exemption from brand name specifications within a class of solicitations.

1. Variable Frequency Drives VFDs are critical components within WES’ sanitary sewer pump stations. VFDs regulate pump motor speed to match system flow demands, reduce energy consumption, minimize mechanical wear on pumping equipment, and protect motors from damaging electrical conditions such as voltage spikes, phase imbalance, and overloads. WES maintains VFDs at numerous pump stations throughout the collection system. These drives are long-life electrical assets integral to reliable pump station operations, energy efficiency, and the protection of high-value pump and motor equipment. Over time, WES’ system has included VFDs from multiple manufacturers, resulting in variability in parameter configurations, spare components, diagnostic procedures, and maintenance requirements.

2. According to ORS 279B.215, the County has determined that for the class of solicitations that include VFD’s, only the identified brand name specification listed above will meet the needs of WES based on one or more of the following written determinations:

a) That use of a brand name specification is unlikely to encourage favoritism in the awarding of public contracts or substantially diminish competition for public contracts;

b) That use of a brand name specification would result in substantial cost savings to the

WES; and/or

c) That efficient utilization of existing goods requires the acquisition of compatible goods or services.

3. This Standardization is for a Class of Solicitations. This Standardization shall be effective for the next ten (10) years, expiring on December 31, 2030.

4. In accordance with Local Contract Review Board Rules C-047-0700, a vendor may submit protests regarding this notice to the Procurement Director, Ryan Rice, rrice@clackamas.us. Written comments must be received by 5:00PM, within fourteen

(14) calendar days from the date of issuance of this Notice.
