About this file
This is a Notice and Request for Quotation (RFQ) issued by the Oregon Department of Justice Administrative Services Division for Copy Editor Services to support the Crime Victims and Survivor Services Division's human trafficking vignettes project. The project, based on "In Her Shoes/In Their Shoes" developed by the Washington State Coalition Against Domestic Violence, requires comprehensive editing services for two primary documents: a Project Facilitator Guide (not to exceed 50 pages) and seven Project Vignette Cards (approximately 5,500 to 9,900 words each, averaging 8,200 words per piece). The vignettes contain traumatic content including descriptions of child abuse, sexual assault, domestic violence, drug abuse, suicide, and homicide. Required services include conceptual editing, content editing, copy editing, proofreading, formatting with accessibility considerations for visual impairments, and plain English editing. The contractor must also participate in approximately six one-hour meetings throughout the engagement, including a kickoff meeting, debrief meeting, and 3-4 periodic planning meetings. Quote submissions were due by 3:00 PM Pacific Standard Time on March 28, 2022, with written questions accepted until 3:00 PM PST on March 24, 2022. All inquiries and submissions were directed to Ashley Buol, Procurement and Contract Specialist, at ashley.buol@doj.state.or.us or 503-428-7444. The OregonBuys Solicitation Number is S-13700-00002525.
Award decisions will be made based on the quote that best serves DOJ's interests, considering price alongside experience, expertise, product functionality, suitability for purpose, and contractor responsibility under ORS 279B.110. The RFQ requires a minimum of three bids and specifies minimum qualifications including relevant experience within the past 24 months, ability to provide seamless and professional services, and thorough understanding of the stated requirements. Proposers must submit a detailed description of their approach, a cost proposal, two references for similar work completed within the past 24 months, a summary of relevant education and certifications, and a statement addressing their experience and philosophy regarding work with sensitive topics such as interpersonal violence and human trafficking. DOJ reserves the right not to award a contract if deemed in the agency's best interest and does not guarantee any minimum amount of work. All contractors selected for award must comply with Executive Order 21-29 vaccination requirements, providing proof that all workers delivering goods or services at a DOJ worksite are fully vaccinated against COVID-19 or have met requirements for an approved exception.

The Project was created by the DOJ Trafficking Response and Intervention Program (T.R.I.P.) and is based on “In Her Shoes/In Their Shoes” developed and owned by the Washington State Coalition Against Domestic Violence, Seattle, Washington. To create the simulation, the T.R.I.P team collaborated with trafficking survivors, advocates, and service providers to compile stories from individuals who were trafficked. Lived experience and the resulting vignettes are the most valuable components of the Project. Proposers should note that the vignettes include traumatic content, including descriptions of child abuse, child neglect, child sexual abuse, sexual assault, domestic violence, drug abuse, suicide, and homicide.
The successful Proposer will provide DOJ with a quote which describes how they will provide the Services on DOJ’s behalf, in the context of the Project, while addressing the General Requirements and Minimum Qualifications described below. If any Deliverable requires a lower level of effort than initially anticipated, Contractor and DOJ will reallocate available funds to include additional Deliverables, as agreed upon in writing by both parties.
