About this file
This document is a public notice from Duquesne Light Holdings and Duquesne Light Company (DLC) dated June 14, 2023, addressing safety recommendations for third-party communication companies and facility owners working within the company's confined spaces and underground facilities. The notice outlines specific safety protocols for entering and working in manholes, conduits, vaults, and other confined spaces owned by Duquesne Light Company, focusing on protecting workers from high-risk work practices.
The notice recommends three key safety measures prior to entering confined spaces: (1) atmospheric testing to verify safe conditions, (2) ensuring a retrieval system with a full-body harness or a documented rescue plan, and (3) performing infrared inspections on energized cables. While the company does not intend to enforce these recommendations directly or evict facilities for non-compliance, it reserves the right to reject applications for facility use or remove attachments if safety standards are not met or if the installations interfere with electrical distribution or street lighting systems. The document is signed by Vincent Edwards, Manager of Third Party Attachments, and emphasizes cooperation and safety in third-party interactions with DLC's infrastructure.

NOTICE
Purpose This notification and recommendation for Third Party Communication companies and other facility owner parties (The Customer) not working on behalf of Duquesne Light Holdings and Duquesne Light Company (The Company) entering and working within confined space and underground facilities owned by the Company. The recommendation intends to protect workers from hazards associated with high‐risk work practices.
Scope Duquesne Light Holdings’ and its subsidiary, Duquesne Light Company, have recently implemented Life Saving Safety Rules for the protection of its employees and contractors. The Customer currently utilizing The Company manholes, conduits, vaults, and other confined spaces are recommended to implement and utilize safety procedures associated with the work.
The Company does not intend to evict your facilities for lack of implementation and performance, it is highly recommended that:
Prior to entering an enclosed or confined space the following safety measures are completed:
a) Testing to verify a safe atmosphere prior to and throughout the duration of the job;
b) Ensuring a retrieval system with a full‐body harness and retrieval line is in place. If a retrieval system is impractical, ensuring that a documented retrieval plan and associated equipment are available onsite to safely rescue individuals from the space; and
c) When entering a manhole which contains energized cable, performing infrared inspections
(thermography) on cable inside the space prior to and throughout the duration of the job to verify conditions are within Company thresholds, available upon request.
Enforcement The Company is not responsible for The Customer enforcement of this recommendation. In the event of any safety incident, The Customer must fully cooperate with any related investigation.
The Company reserves the right to reject any application for use of its power facilities and to remove attachments at any time, at the expense of The Customer when these facilities, in DLC’s judgement interfere with the operation of its electrical distribution or street lighting systems, fails to comply with what constitutes a safe and adequate installation and when necessary, in performing maintenance/emergency work on the electrical distribution system.
