About this file

This is a Statement of Work (SOW) for annual maintenance, upgrades, technical support, and consulting services for the ICDx and NoteCetera applications at the NIH Clinical Center's Department of Clinical Research Informatics. These proprietary software applications are custom-engineered and deeply integrated into the NIH CRIS electronic health record system, with ICDx supporting structured problem list maintenance and NoteCetera enabling efficient clinical note generation. The contractor shall provide annual licensing and maintenance services, software updates and bug fixes, Tier 2 technical support for issue resolution, and consulting services totaling 100 hours annually with an additional 300 optional consulting hours included as part of Option A for enhancements, workflow improvements, integrations, and configuration support.

The performance period consists of a base year plus one 12-month option year, with work to be performed at the NIH Clinical Center in Bethesda, Maryland. Deliverables include an annual maintenance report, consulting hours usage report, and technical recommendations for enhancements. The related presolicitation notice (NOI-26-001724) indicates the NIH intends to sole-source this requirement to Working Diagnosis LLC, the sole vendor capable of providing these proprietary applications, with performance periods of February 25, 2026 through February 24, 2027 and February 25, 2027 through February 24, 2028. The justification for sole-source acquisition is based on the proprietary nature of the applications and the lack of any other vendor possessing the required technical expertise and integration knowledge necessary to maintain these custom-engineered tools.
