About this file

This document is a Procurement Determination issued by the Arizona Lottery, with Katie Hobbs serving as Governor and Alec Esteban Thomson as CEO & EDD. The procurement document is specifically for procurements not exceeding $100,000 and is categorized as "Not Practical to Quote" (NPTQ), referencing contract number CTR072221.

The procurement is for Customer Brochure Holders with a maximum contract term of 2 years. The rationale for direct contract issuance stems from the Lottery Sales team's ongoing restructuring, which necessitates maintaining continuity, limiting specification changes, and preserving existing pricing. The original contract was initially competed and awarded in 2019 with R19-3-532 guidelines, resulting in a single bid. The procurement officer, Jennifer Wenger, determined on June 14, 2024, that competitive bidding is not practicable, and the agency will proceed with a direct contract while maintaining the original contract's specifications and pricing.

REFERENCE

No.: CTR072221

Description: Customer Brochure Holders

Max Term: 2 years

AUTHORITY

R19-3-531. Procurements not exceeding the amount prescribed in A.R.S. § 41-2535; A.R.S.

§ 41-2501 (H) Applicability

DETERMINATION

In accordance with A.A.C. R19-3-537, the undersigned has determined that competition is not practicable for this procurement.

RATIONALE

The Lottery Sales team is currently undergoing a restructuring. In an effort to maintain continuity, limit specification changes, and maintain pricing during this restructuring and transition period, it is not in the Lottery’s best interest to issue a competitive solicitation. The original contract was competed and awarded in accordance with R19-3-532 in 2019, which resulted in a single bid and award. It is in the Lottery’s best interest to issue a direct contract while maintaining the specifications and pricing under the original contract.
