About this file
This is a Statement of Work (SOW) for engineering control center cleaning services on the CGC Northland (WMEC-904), a U.S. Coast Guard vessel.
The Contractor must clean and inspect all control consoles, lighting panels, and switchboards in the Engineering Control Center (compartment 3-152-0-E) due to damage from an electrical fire and dispersal of Purple-K (Potassium Bicarbonate Powder). Equipment requiring cleaning includes the Main Propulsion Control and Monitoring System (MPCMS) console, Main Service Switchboard, 400 Hz Switchboard, 120V Lighting Panel, Tank Level Indicating Panel, Fire Fighting Control Panel, Fire and Smoke Detection Panel, Fire Handling Alarm Switchboard, 723 Control Modules, Pre-heater Controller, and UPS components. The MPCMS console requires extensive internal cleaning of all five cabinets, including removal and cleaning of wire runs, contacts, PLC components, power supplies, transformers, junction boxes, electrical instruments, indicators, and HMIs. Cleaning must employ HEPA vacuuming for initial removal, dry ice cleaning for non-conductive internal surfaces, and non-conductive solvent wipes for final removal. Work must be performed at CGC Northland, 4000 Coast Guard Boulevard, Portsmouth, VA 23703, during the period of June 8-22, 2026. The Contractor must conduct a mandatory site visit prior to bidding, coordinate with a NAVSEA representative on-site, witness initial and final operational tests, provide temporary ventilation, and submit Completion/Correction Forms (CFR) following visual inspections by the Coast Guard Inspector.
