Statement of Work
Non-Technical Reader Services for CPSC
1. Scope
The Contractor will ensure provision of Non-Technical Reader / Administrative Support Services, including but not limited to those listed below, to Employees identified by the United States Consumer Product Safety Commission (CPSC).
The Contractor must provide personnel who have demonstrated experience, education, training, and skills to meet the requirements of the CPSC Employees.
2. Contract Type This is a single award, firm fixed priced purchase order. This is a non-personal services contract including a base period of one year from effective date of award, and four (4) option years.
The contractor will invoice CPSC monthly. The contractor will provide services for approximately 4 to 6 hours per week, as scheduled by the CPSC employee(s) designated by the Contracting Officer’s Representative (COR). The total hours annually are not to exceed 300 hours for the core effort, with three optional increments of 20 hours per year priced separately and to be exercised at the discretion of the Government.
3. Description of Services The Contractor will ensure provision of Non-Technical Reader / Administrative Support Services, including but not limited to those listed below, to Employees identified by the United States Consumer Product Safety Commission (CPSC). The Contractor shall provide personnel who have demonstrated experience, education, training, and skills to meet the requirements of the CPSC Employees.
Non-Technical Reader / Administrative Support Qualifications and Requirements
· University / College graduate
· Demonstrated experience providing Non-Technical Reader and Administrative Support Services
· Demonstrated ability to read proficiently at ninety (90) words per minute, without excessive pauses and corrections
· Demonstrated ability to pronounce words clearly and accurately in English
· Demonstrated ability to interpret rudimentary/commonly used symbols, punctuation, and formatting
· Demonstrated ability to clearly and concisely summarize meeting notes and training materials
· Demonstrated ability to read printed English in the following forms;
· Text (narrative reading)
· Government generated forms
· Graphically represented information (diagrams, charts, etc.)
· On-screen text (inaccessible information systems, web pages, Adobe PDFs, etc.)
· Read legibly handwritten information, keyed/typed documentation and information housed in Information Systems
· Provide service in required settings. Primary setting is Employee’s office or via teleconference call. Other settings may include the following;
· Formal and informal intra-office and inter-office Employee meetings, meetings at various Management levels, professional organizations, small and large group meetings, virtual/on-line meetings, and teleconference calls
· Formal and informal in-person and on-line conferences and meetings involving CPSC Employees, individuals or organizations outside of CPSC
· Inter-agency or intra-agency in-person and on-line meetings where these services are not otherwise provided
· Academic formal/informal in-person and on-line training workshops
Non-Technical Reader / Administrative Support will demonstrate strict adherence to the CPSC non-disclosure agreement and CPSC confidentiality standards.
Non-Technical Reader / Administrative Support will conduct themselves professionally in dress, manner, demeanor and behavior always being cognizant of the perceived association with CPSC and the Federal Government.
Under no circumstances will the Non-Technical Reader / Administrative Support represent CPSC or its Employees.
In no way or manner, shall the Non-Technical Reader / Administrative Support perform any of the essential or non-essential duties of CPSC Employees.
The Non-Technical Reader / Administrative Support is to provide access to printed information (hard copy or electronic) which would otherwise be inaccessible to computer screen reading software or other alternative means of accessing print.
The CPSC employee will schedule times with the Non-Technical Reader / Administrative Support contractor personnel 48 hours in advance of the date of service needed. The CPSC employee will provide 24 hour notice to the contractor if the need to cancel arises.
The Contractor shall provide a qualified substitute when a regularly assigned employee is absent, on vacation, quits, or is terminated.
4. Contractor Qualifications The contractor must meet the following minimum qualification requirements:
a) The Contractor shall have a minimum of three years of experience in providing Non-Technical Reader / Administrative Support.
b) The Contractor shall provide personnel who have demonstrated experience, education, training, and skills to meet the requirements specified herein.
c) The Contractor shall provide services between the hours of 9am and 5pm.
d) The contractor shall perform a background check/investigation on all of its employees to be utilized in the performance of this contract. The background checks shall be completed at the contractor’s expense and prior to the performance of any work under this contract. The contractor shall be able to provide proof upon request that all background checks have been performed for all of its employees and substitute personnel.
e) Within five business days after contract award, the contractor shall submit a completed CPSC Form 111/115 Questionnaire for Personnel Identification Verification (PIV), for each employee authorized to perform services under the contract, including proposed substitute contractor personnel.
f) The Contractor shall provide personnel who already have the necessary background clearance or are able to comply with Homeland Security Presidential Directive-12 (HSPD-12) and personal identity verification (PIV) procedures in order to obtain a PIV-card.
5. Period of Performance
The period of performance will be one year from date of award, with four option periods of one year each.
6. Place of Performance The Contractor shall provide service in the required settings. The primary setting is the Employee’s office (in Bethesda, MD or Rockville, MD) or via teleconference call or virtual meeting.
Other settings may include the following;
· Formal and informal intra-office and inter-office Employee in-person and on-line meetings, in-person and on-line meetings at various Management levels, professional organizations, small and large group in-person and on-line meetings, and teleconference calls
· Formal and informal in-person and on-line conferences and meetings involving CPSC Employees, individuals or organizations outside of CPSC
· Inter-agency or intra-agency in-person and on-line meetings where these services are not otherwise provided
· Academic formal/informal in-person and on-line training workshops

ACCEPTANCE OF DELIVERABLES
The Government will review the contractor’s work for both quality and timeliness and notify the contractor regarding problems and corrections needed. When changes are required, the COR will notify the contractor in writing of any problems with the work and the contractor must provide an acceptable correction, correction plan and/or recommendation within 24 hours of notification. The COR will accept/reject materials in writing (includes via email) based on conformance with the SOW.
The contractor must submit information with the monthly invoice which will include information on the hours used during the month being invoiced, as well as the hours used to date for the entire effort. The contractor must submit a notice to the COR when 75% of the non-optional hours have been utilized by CPSC.
8. General Information
a) Travel Costs The Contractor’s firm fixed price quote shall be inclusive of travel costs necessary to perform the work required under this contract.
b) Government-Furnished Resources CPSC will provide access to CPSC computer system via virtual desktop infrastructure (VDI) and provide an email account for communicating with the CPSC employee and accessing necessary documents.
9. Relevant Guidelines
In addition to the applicable Federal contracting and procurement laws, regulations, policies, guidelines and requirements, this request for Non-Technical Reader / Administrative Support will be guided by the Government nondisclosure agreements, confidentiality standards of the CPSC office, relevant regulations of the Equal Employment Opportunity Commission (EEOC), Office of Personnel Management (OPM), and relevant sections of the Rehabilitation Act of 1973 as amended, and the Americans with Disabilities Act of 1990, and CPSC information technology usage and security.
