About this file

This document is a detailed specification sheet from the Michigan Department of Natural Resources (DNR) Parks and Recreation Division for Non-Resident Daily Recreation Passports. The procurement involves printing 145,950 passports with specific design, printing, and numbering requirements, sequentially numbered from NRP 3286951 through NRP 3432900. The passports will be white, 2-1/2" x 3-3/4" in size, printed on 7 pt index stock with black and green ink, and perforated with an adhesive strip for windshield mounting. Delivery is required within twenty working days after proof approval, with an anticipated delivery timeframe of 1/2025.

The specification document emphasizes strict vendor accountability, requiring comprehensive security measures and plant inspections by the State of Michigan. Vendors must demonstrate complete control over printing, numbering, and production processes, with a system for tracking and destroying any overrun or defective passports. The passports will include specific text indicating they are for non-resident use in Michigan State Parks, with legal references and usage instructions. The State reserves the right to inspect the production facility, with all inspection-related travel expenses to be covered by the contractor if an on-site review is necessary to determine contract award.
