Solicitation number

Issued by
Hartford County, Connecticut

About this file

The document contains two pages of selected recommendations and potential regulation changes for zoning in a town, likely the Town of Manchester in Connecticut, as part of a comprehensive zoning regulations update. The first page outlines specific recommendations from a Plan of Conservation and Development (POCD) applicable to zoning, categorized into five sections: Retail & Service Economy, Housing Stock, Housing Attainability, Public Services & Infrastructure, and Community Character & Design. These recommendations include updating zoning regulations to reflect changing industry needs, encouraging suburban retrofitting, improving housing attainability, implementing stormwater management practices, and developing design standards for architecture and development.

The second page lists additional potential regulation changes to be considered by town staff and the Planning & Zoning Commission. These include revisiting regulations for private solar arrays, commercial vehicle parking, variance requests, and incorporating sustainable design requirements. Other potential updates involve reviewing regulations for agricultural uses, minimum dwelling unit sizes, building heights for multi-unit residential development, and simplifying signage regulations. These recommendations aim to modernize and improve the town's zoning regulations to address current development trends, housing needs, and sustainability goals.

SELECTED RECOMMENDATIONS FROM POCD THAT ARE APPLICABLE TO ZONING:

Section Recommendation Page

Retail & Service Economy

Consider updating zoning regulations periodically to reflect the changing needs of the retail and service industry, such as the recent increase in demand for outdoor dining and rive-through services.

Housing Stock

Consider increasing public awareness of and adopting guidelines or incentives for suburban retrofitting. Through form-based regulations that allow for a mix of uses, diverse housing types, and pedestrian-orentied rights-of-way, suburban retrofitting is encouraged, creating an opportunity for new housing options. 66 Create, enforce, and periodically evaluate standards for residential design, building and property maintenance, landscape design, and planting to improve housing conditions. Amend standards as necessary to meet the needs and desires of the Town.

Housing Attainability

Update zoning regulations to better accommodates attainable housing by reducing lot size requirements, reducing setbacks, and reducing and/or eliminating parking requirements. 75 Consider lowering parking requirements for proposed attainable housing to make these projects more viable.

Public Services & Infrastructure

Evaluate best management practices to reduce stormwater run-off from private developments, including but not limited to, rain gardens, conservation landscaping, reduced impervious surface areas (especially for parking lots), underground storage areas for large-scale rain events, or on-site swales for short-term stormwater retention. Implement one or more ideas for stormwater management as a condition of private development in the Town’s subdivision rules and/or engineering design standards.

Integrate Low Impact Development (LID) techniques and Green Stormwater Infrastructure (GSI) into the private development approvals process and municipal capital improvements planning/design.

Community Character & Design

Review the current zoning regulations to ensure that zoning permits the desired scale and character of development. Look for barriers to their use by developers while maintaining a high standard for human-scale development.

Consider a comprehensive update of the current zoning regulations by simplifying, consolidating, and modernizing. Highly encourage design and form considerations.

Consider reducing or removing parking requirements in some or all existing zoning districts.

Consider expanding form-based zoning and Design Overlay zones to promote high-quality design and development. Amendment or revisions to the existing zoning regulations should allow mixed-use development.

Develop design standards for architecture, focusing on the materials, scale, orientation, and fenestration, particularly on facades visible from public spaces and streets. These standards can be incorporated into the zoning regulations or can be separate Design Guidelines.

LIST OF OTHER POSSIBLE REGULATION CHANGES TO BE CONSIDERED:

The following are other items that Town staff and/or the Planning & Zoning Commission has discussed or expressed interest in considering:

• Revisit square footage limitations for private solar arrays to make sure they are reasonable.

• Review limitations on the parking of commercial vehicles on a residential property and make sure they are reasonable.

• Review trends in variance requests for possible needed changes to regulations.

• Consider incorporating sustainable design and LID requirements for development, including but not limited to:

o Limits to impervious coverage o Dark sky compliant lighting requirements o High SRI (solar reflectance index) roof and pavement material requirements o Green stormwater infrastructure

• Review regulations for agricultural uses to ensure that they support such uses while maintaining good neighbor relationships.

• Review minimum dwelling unit sizes (in response to inquiries about allowing “tiny homes”).

• Review maximum building heights for multi-unit residential development by zone.

• Simplify signage regulations, and consider ways to reduce the need for sign variances for unique circumstances (e.g. signage for parks and schools located in residential zones).
