About this file

This document is a Non-Competitive Memorandum for Simplified Acquisition Actions for the Department of Justice/Bureau of Prisons at FCI Phoenix. The memorandum justifies a sole source acquisition for Comprehensive Medical Services for July 2025, with an estimated contract value of $210,000.00. Naphcare is the incumbent medical services provider and has agreed to continue services at previously negotiated rates, following the expiration of their comprehensive medical contract on 12/16/2023. The procurement ensures continuity of care while the Field Acquisition Office negotiates a new multi-year agreement. The justification cites statutory authorities under 41 U.S.C. 253 and 41 U.S.C. 1901(e) to permit other than full and open competition, with the contract amount based on currently known scheduled medical trips.
