About this file
This document is a Non-Competitive Memorandum for Simplified Acquisition Actions for the Department of Justice/Bureau of Prisons, FDC Honolulu. The agency urgently requires a diagnostic troubleshooting and repair plan for a Siemens Programmable Logic Control (PLC) system located in the institutional control center, which manages critical infrastructure including doors, CCTV video matrix, door PA controls, and elevator applications. The estimated cost for this requirement is $15,536.00.
The memorandum justifies the non-competitive procurement due to an urgent safety concern: FDC Honolulu currently has only one of two console systems operational, and the functioning console is experiencing intermittent downtime that poses significant life-safety risks. ICE Automation Group has been identified as the vendor with specialized knowledge of the Siemens system, and will provide a certified control system engineer to diagnose and troubleshoot a repair plan to restore full operational capability and ensure the safe management of the institution.
