About this file
This is a Non-Competitive Memorandum for Simplified Acquisition Actions submitted by the Department of Justice, Bureau of Prisons, Federal Detention Center Honolulu.
The Federal Detention Center Honolulu urgently requires replacement of its inoperable rear vehicle gate system due to significant physical damage to the rails and operating mechanism. The rear gate serves as a critical security entry point into the secure perimeter and functions as an emergency access point for fire, medical, and other emergency response vehicles. Currently, the facility is operating the gate manually with assistance from towing vehicles, which creates operational delays and reliability concerns. The replacement is essential to comply with OSHA regulations (29 CFR 1910 subpart E) and NFPA fire protection guidance, and to maintain life safety for staff and inmates. The estimated contract value is $126,650.00.
The acquisition is being conducted on a non-competitive basis under the statutory authority of 41 U.S.C. 253 and 41 U.S.C. 1901(e), citing urgency and the contractor's unique qualifications. Florida Detention Systems, Inc. (UEI: NGTUE951ZJJ4) is the selected vendor as the original system installer with extensive knowledge of the gate system's operational status and experience working in secure institutional environments. Contract number 15BBNF26P00000025 has been assigned. The contracting officer, Manjit Dola, certified the justification on April 3, 2026.

NON COMPETITIVE MEMORANDUM FOR
SIMPLIFIED ACQUISITION ACTIONS
1. REQUIRING AGENCY – DOJ/Bureau of Prisons, Federal Detention Center Honolulu
2. NATURE/DESCRIPTION OF ACTION BEING APPROVED – Urgency
3. DESCRIPTION OF SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS The agency urgently requires the replacement of the rear vehicle gate system to maintain critical security of the institution and provide life- safety entry point for emergency vehicles in the event of a fire, medical emergency or other critical incident.
Currently the institution’s rear vehicle gate system has sustained significant physical damage and is inoperable.
A temporary method of perimeter control of opening and closing the rear gate has been put in place to meet any unfortunate incidents or events, via the use of manual operations and the assistance of towing vehicles placed in each direction to slide open the gates. Although this temporary method is in place it doesn’t provide the same level of reliability and poses prolonged delays opening the gate. The estimated value of the requirement is $126,650.00

NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED:
The Federal Detention Center (FDC) Honolulu, located in Honolulu, HI, currently has its rear vehicle gate system inoperable due to sustaining physical damage to its rails and operating system. The rear vehicle gate system is an entry point into the secure perimeter of the rear side of the institution. This access point is used for vehicles to enter the confined security barrier area within the institution for various tasks. This gate also serves as an entry access point for emergency vehicles in the event of a rear side building fire and evacuations to include emergency responses for critical incidents at the institution. Having a malfunctioning gate poses a serious risk for responding to staff and staff who may require aid on the inside. The rear gate system plays a crucial role in the orderly running of the institution and life safety for staff and inmates. Federal workplace safety and emergency preparedness standards emphasize the importance of emergency access points with respect to OSHA regulations, 29 CFR 1910 subpart E and NFPA fire protection guidance regarding fire apparatus access roads. The replacement of the rear vehicle gate system is both urgent and compelling to ensure compliance with health and safety standards and to safeguard the well-being of inmates and staff at the institution. Florida Detention Systems, Inc is the original contractor who installed the rear gate system and has extensive experience on the operational status of the gate system and knowledge of working in secure institutions. Immediate action is essential to mitigate further risks and to maintain operational stability in the institution.
