About this file

This is a Non-Competitive Memorandum for a Simplified Acquisition Action documenting a sole-source justification for emergency equipment procurement.

The Department of Justice, Bureau of Prisons at United States Penitentiary Atwater requires four (4) DSPM 7kVA Emergency Lighting Inverters and four (4) output circuit breakers to replace non-operational units in Housing Units 1 & 5, the Admin J-Building, and the Camp Admin building. The estimated requirement value is $79,508.36. The current UPS system supplies emergency power for lighting, doors, and security lockers throughout the facility. The non-operational status of these units presents a direct safety risk to inmates and staff, as the facility requires emergency lighting and security door operations capability during power loss events for inmate evacuation and institutional emergencies. The procurement is justified under 41 U.S.C. 1901 (simplified procedures for certain commercial products and services) based on the proposed contractor's unique qualifications and the critical nature of the acquisition. Facility Gateway Corporation is identified as the sole-source vendor, as the company will supply inverters that interface seamlessly with the existing building automation and DALI monitoring systems. The time and resources required to promote competition would cause unacceptable delays in restoring these life-safety systems. Contract Number 15B61826P00000067 was signed by Contracting Officer John Ridgeway on May 11, 2026.

The estimated value of the requirement is $79,508.36.
