About this file

This is a Non-Competitive Memorandum for Simplified Acquisition Actions documenting an emergency, single-source procurement by the Department of Justice, Bureau of Prisons at Federal Detention Center Honolulu.

The requiring agency urgently requires an emergency upgrade and replacement of the Siemens Programmable Logic Control (PLC) system and consoles 1 and 2, which serve as critical infrastructure for the institution's control center. The PLC system controls and monitors all institutional operations including door operations, CCTV video matrix, door PA controls, and elevators applications, and is essential for life and safety emergency response. Both control system consoles have experienced critical system failures that have degraded operational capability and created significant life-safety risks for staff and inmates. Temporary interim equipment is currently in place but does not provide full system reliability or operational integrity. The estimated contract value is $173,280.00, and the non-competitive procurement is justified under 41 U.S.C. 253 and 41 U.S.C. 1901(e) based on urgency and compelling need. ICE Automation Group, Inc. (UEI: N7NKAQ2MNFY4) has been identified as the sole contractor due to its unique qualifications, existing knowledge of the Siemens system, previous repair experience with the current system, and awareness of institutional protocols. ICE Automation will provide a certified Siemens control system engineer to install and upgrade PLC components to restore full operational status. Contract number 15BBNF26P60300001 was certified by Contracting Officer Manjit Dola on June 16, 2026.

NATURE OF THE ACQUISITION REQUIRES USE OF THE AUTHORITY CITED:

At present, both PLC control systems consoles at FDC Honolulu have experienced critical system failures that have degraded the control capability for controlling vital institutional operations of the doors, CCTV video matrix, door PA controls, & elevators applications. Due to the current PLC console not operating as attended due to system failures, the institution is facing intermittent downtimes, posing significant life-safety risks for staff & inmates. The PLC controls all the institutional doors, these disruptions are impacting on the orderly and safe operation of the institution, affecting response times in both emergency and non-emergency situations for staff and inmates. Temporary equipment is currently in place for temporary interim operation, but the temporary system doesn’t provide full reliability of the system and full integrity of institution operations. ICE Automation has been identified as being uniquely qualified to perform this work without delay. ICE Automation has knowledge of the Simens system and has previously provided services repairs to the current system and is aware of the institution protocols.
