About this file
This is a Determination and Findings (D&F) document for a sole-source acquisition of noncommercial products and services under the Simplified Acquisition Threshold by the Naval Surface Warfare Center, Crane Division.
The procurement encompasses a 1,000-pound lug mount air hoist, sheet metal parking shed, galvanized 1,000-pound jib with grout and chemical anchor bolts, miscellaneous parts, labor for installation and load testing, and rental equipment. The sole-source vendor is Brehob CORP (6P288), identified as the NAVFAC and Navy Crane Center-approved provider. The required delivery/performance date is 14-16 after receipt of order (ARO). The estimated price is redacted in the document.
The D&F justifies the sole-source procurement based on one responsible source availability, citing that only Brehob possesses authorization and capability to perform manufacturer-specific installation, proprietary load-testing procedures, and certified anchoring methods. The JIB crane system requires installation to exact specifications including a concrete foundation with minimum 24-inch footing depth, 3,000-psi reinforced concrete, and anchor bolts meeting 3,470-pound pull-out force requirements. The document emphasizes that any deviation from Brehob's installation would invalidate Navy Crane Center certifications, create catastrophic load-bearing risks, jeopardize operational safety, and prevent mission readiness. The acquisition was approved under FAR 13.101(b), precluding competition. The Contracting Officer determined that only one source is reasonably available for this procurement.

Failure to procure this requirement exclusively from Brehob, the NAVFAC and Navy Crane Center-approved provider, will result in significant mission degradation, safety risks, and non-compliance with mandatory technical and certification standards.
The JIB crane, dual-brake air hoist, and associated components require manufacturer - specific installation, proprietary load-testing procedures, and certified anchoring methods that only Brehob is authorized to perform. Any deviation from the approved source would invalidate required certifications, jeopardize

operational safety, and violate Navy Crane Center compliance requirements. Because the crane system must be installed on a new concrete foundation built to the manufacturer's specifications, any alternative vendor lacking access to proprietary installation data would be unable to guarantee:
Correct footing depth (minimum 24" below grade), Proper reinforcement and 3000-psi concrete performance, Anchor bolt installation meeting 3,470-lb pull-out force, Structural compatibility with the approved crane system, Incorrect installation would create catastrophic load-bearing risks, potentially resulting in equipment failure, personnel injury, or damage to government property. The required equipment includes JIB crane (1,000-lb capacity, 10-ft span, 10-ft height under boom, fire/expl.
The JIB crane system must be installed to the exact specifications listed in this requirement, including the concrete foundation, anchoring system, crane dimensions, hoist configuration, air-tank integration, and underground pneumatic lines. These specifications are manufacturer-controlled and Navy Crane Center-regulated, and only Brehob is authorized and technically capable of performing the installation in accordance with these requirements.
If the crane is not installed by the approved source, the Government will face the following mission impacts:
Because the crane must be installed to the above specifications, and because those specifications require manufacturer-authorized
