About this file
This document is a Certificate of Non-Collusion, a standard legal form used in procurement processes to affirm the integrity of a bid submission. The certificate requires the bidder to certify under penalties of perjury that their bid or proposal has been made in good faith and without collusion or fraud with any other person or entity. The document defines "person" broadly to include natural persons, businesses, partnerships, corporations, unions, committees, clubs, and other organizational groups.
The form provides blank lines for the signature of the individual submitting the bid or proposal and the name of their business, allowing the signatory to formally attest to the truthfulness of their submission. By signing, the bidder acknowledges that any attempt to manipulate the bidding process through collusion or fraudulent means could result in legal penalties. This document serves as a critical component of ensuring fair and transparent competitive bidding practices in public and private procurement processes.
