Intent to Sole-Source Notice
The Federal Railroad Administration (FRA) intends to award a firm-fixed-price contract to Corsentino Construction INC., located at 1989 Aspen Circle, Pueblo, Colorado 81006, for the replacement of the existing electric fire suppression pump system and various isolation underground valves at the Pump House at the Transportation Technology Center (TTC). The requirement will be procured under FAR 12 – Acquisition of Commercial Products and Commercial Services procedures.
The FRA has determined that Corsentino Construction INC. is the only reasonable source capable of meeting the government's needs due to its prior performance of the initial inspection and its developed comprehensive understanding of the TTC infrastructure, fire suppression systems, inspection methodology, and site-specific conditions. The justification for sole-source procurement centers on the specialized nature of the work, the non-transferable knowledge acquired by Corsentino, the need for consistency in inspection methodology and reporting, and the operational risk and schedule delays that would result from transitioning to a new vendor. Corsentino's continuity of services eliminates transition risk and the significant time and resources required for another vendor to replicate its site-specific knowledge. Despite the sole-source intent, all responsible sources may submit a capability statement, proposal, or quotation for agency consideration, with responses submitted via email to david.bustamante@dot.gov. The government will not bear any costs incurred by responding parties.

Intent to Sole-Source: The Federal Railroad Administration (FRA) intends to restrict competition and award a firm-fixed-price contract to Corsentino Construction, INC.
Intended Awardee: Corsentino Construction INC. 1989 ASPEN CIR Pueblo, Colorado 81006
Description of Requirement: The requirement is to The requirement is to replace the existing electric fire suppression pump system and various isolation underground valves in and around the Pump House at TTC.
Basis of decision: Corsentino Construction INC. was identified as the only responsible source capable of meeting the requirement within the required timeframe. Corsentino previously performed the initial inspection and has developed a comprehensive understanding of the TTC infrastructure, enabling immediate continuity of services without transition risk. Due to the specialized nature of the work, the need for consistency in inspection methodology, and the operational impact of delays, conducting additional market research or transitioning to a new vendor is not recommended. Corsentino was determined to be the most qualified vendor to fulfil this requirement.
• Corsentino Construction performed the initial inspection and developed a detailed, site-specific understanding of the TTC fire suppression systems, and inspection methodology. This knowledge is not fully transferable and would require significant time and effort for another vendor to replicate.
• Maintaining the same vendor ensures consistency in inspection methodology, and reporting. Introducing a new vendor would create variability in approach and results, potentially impacting the reliability of inspection and replacement outcomes.
• Transitioning to a new vendor would require site familiarization, and redevelopment of inspection baselines, resulting in schedule delays and increased risk to operations
Due to the specialized and urgent nature of this requirement and the need for continuity of services, the Government is recommending a sole source. The requirement builds upon work previously performed by Corsentino Construction INC., which conducted the initial inspection and developed a comprehensive understanding of the TTC infrastructure, inspection methodology, and site- specific conditions. Transitioning to a new vendor would require significant time and resources to replicate this knowledge, resulting in delays and an increase in performance risk.
Therefore, Corsentino Construction INC., is the only reasonable source that can meet the Government's needs. The requirement will be procured in accordance with the procedures of FAR 12 – Acquisition of Commercial Products and Commercial Services.
