SUMMARY OF
PROJECT
ACTIVITIES
The project includes: (1) managing and analyzing acoustic data provided by Reclamation from the bat monitoring acoustic stations location at Lower Colorado River Multi-Species Conservation (LCRMSCP) areas;
(2) Quantify the volume of bat minutes per species per night, presence per species per night and mean nightly bat minutes per species per month for the four covered and evaluated LCR MSCP bat species.
Regional expertise in analyzing acoustic bat files is necessary to limit the costs associated with the project.
The acoustic data collected by United States Bureau of Reclamation biologists at the acoustic stations will be processed and analyzed using filters and methods established by AZGFD and USBR utilized from 2016 through 2018 and as outlines in this agreement including the Analook and Kaliedoscope software and acoustic filters.
SELECTION
JUSTIFICATION
Reclamation did not solicit full and open competition for this award based on the following criteria:
(1) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;
Notice of Intent to Award Template (03/2019)
(2) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;
Regional expertise in analyzing acoustic bat files is necessary to limit the costs associated with the project. AZGFD has been analyzing the data from acoustic monitoring stations along the LCR since 2008. Their staff has the expertise required to identify the acoustic calls of bats from the lower Colorado River and to be able to continue this project without a break in data collection or analysis.
