NIAID/OCICB/OEB Fiber Optic Lease/Maintenance Statement of Work (SOW) June 1, 2015

Department of Health and Human Services National Institutes of Health National Institute of Allergy and Infectious Diseases

Solicitation ID No. NOI-RML-C-15021

NIAID/OCICB/OEB Fiber Optic Lease/Maintenance, 6-Months for the

Office of Cyber Infrastructure and Computational Biology

Statement of Work

(SOW)

June 1, 2015

1.0 Background

The Office of Cyber Infrastructure and Computational Biology (OCICB) is responsible for the efficiency and effectiveness of IT infrastructure operations at the National Institute of Allergies and Infectious Diseases (NIAID) and has developed and implemented an IT infrastructure that resides in Rockville, MD; Ashburn, VA; Gaithersburg, MD; and Frederick, MD, as well as other NIAID buildings in the Washington, D.C. metropolitan area. These sites are connected directly via dark fiber for high network availability, including a DWDM ring with multiple 10 GB channels that provide uninterrupted connectivity of all data flow. The continuity of service inherent in this acquisition is vital to the on-going development of research at NIAID facilities. All services are hosted out of the 5601 Fishers Lane Research Development Compute Facility (RDCF). This requirement will provide services to and from the listed facilities from June 1, 2015, through November 30, 2015.

2.0 Scope

NIAID maintains the unconditional right to use the fiber & circuit routes, specifically the capacity such as a fiber pair in a fiber-optic cable, or the entire fiber-optic cable.

3.0 Performance Criteria

3.1 Fiber Optic Cable

Fiber optic cabling required under this lease shall consist of one pair of single mode fiber and shall be “dark.” No active electronics shall be provided to repeat the signal or provide network services.

3.2 Maintenance

Independently and not as an agent of the Government, the contractor, an approved Utility Company operating in the State of Maryland or other state, shall provide all necessary labor and materials required to maintain single-mode optical fiber cable, to the specified locations.

3.2.1 Cable Maintenance/Service Level

The contractor shall provide service that will always be at a level not less than what is generally available commercially at no additional cost to the NIAID. Thus, if the available commercial performance parameter is more demanding than the minimum acceptable level specified in this SOW and subsequent contract, the available commercial performance parameter shall prevail.

The NIAID requires that total uptime for the dark fiber infrastructure is 99.999% or better.

The Contractor shall provide a detailed fiber maintenance management agreement to NIAID, specifying mean time to repair a fiber break and procedures for notification of a fiber break, etc.

Contractor shall provide the NIAID notification of service-affecting faults and updated status of progress on service restoration if such fault impacts, or has the potential of affecting, services.

3.2.2 Maintenance and Repair Requirements

The contractor shall provide on-call restoration services to restore fiber links that fail to maintain light transmission providing full data bandwidth of 10 Gigabits per second as part of this contract. Response to line related problems must be made within four hours of report of a problem. Actual repair to non-redundant links must be completed within six hours of report of a problem.

The contractor shall demonstrate the integrity of the fiber ring through the Optical time-domain reflectometer (OTDR) documentation and to the satisfaction and acceptance of the NIAID Contracting Officer’s Representative or designee.

In the event a circuit fails to meet or exceed the stated Service Level Agreement (SLA) above, the contractor shall test each installed or repaired segment for acceptable signal strength loss using industry standard equipment and methods. The testing procedure shall follow the Optical Fiber System Test Procedure (OFSTP) standards as below:

· Bi-directional OTDR traces at the following wavelengths: 1550nm and 1625nm.

· Bi-directional loss readings at the following wavelengths: 1550nm and 1625nm.

· Optical Return Loss (ORL) readings at 1550nm.

· Polarization Mode Dispersion (PMD) readings at 1550nm.

· Chromatic Dispersion (CD) readings from 1520nm to 1620 nm in 10nm increments Acceptable loss is defined as: A maximum of no greater than 25 dB between any two locations.

All test results shall be provided in both electronic and hard copy format to the NIAID Contracting Officer’s representative or designee within one (1) day of the resolution of the problem.

4.0 Contract Type

The NIAID is establishing a Firm Fixed Price Purchase Order for the lease and maintenance of one pair of dark fiber lines at the sites listed above in Section 2.0 – Scope.

5.0 Period of Performance (POP)

The period of performance is June 1, 2015 through November 30, 2015.
