About this file

This document is a Justification for Other than Full and Open Competition (JOFOC) for a bridge contract for Environmental and Janitorial Services at the NIH Clinical Center. The contract is a short-term extension with J & J Maintenance, Inc. for a period from 11/14/2025 to 11/28/2025, with a total estimated value of $838,000 (not to exceed $900,000). The purpose is to ensure continuity of essential environmental and janitorial services to maintain patient care and safety while transitioning to a new contract through the Small Business Administration's 8(a) program.

The bridge contract is being awarded under FAR 6.302-2 for unusual and compelling urgency, allowing for a temporary continuation of services with the incumbent contractor. The National Institutes of Health Clinical Center is seeking to maintain critical support services without interruption, with the ultimate goal of moving the contract into the 8(a) program for a new vendor. The contract is classified as a support service requirement, with a firm-fixed-price structure, and is critical for maintaining operational continuity and patient safety at the Clinical Center.
