About this file

This document is a Request for Qualifications (RFQ) issued by Roseburg Public Schools (Douglas County School District No. 4) to select general legal counsel for the district. The RFQ was closed on August 21, 2025, at 2:00 PM PT, with four law firms submitting statements of qualifications (SOQ). At a public meeting on October 8, 2025, the School District Board of Directors voted unanimously to begin contract negotiations with Miller Nash, the highest-scoring firm, for providing general legal services. If negotiations with Miller Nash are unsuccessful, the district will proceed to the next highest-scoring firm until a contract is secured or the district decides to discontinue the process.

The evaluation criteria included seven key areas: legal certification, experience with school districts, experience with board meetings, expertise in specific legal areas, fee schedule, special capabilities, and document completeness. Miller Nash scored highest with 96/100 points, demonstrating strong performance across categories such as education law experience, board meeting expertise, and special capabilities in areas like Title IX and civil rights. The fee schedule varied among firms, with Dole Coalwell offering the lowest rate at $270/hr and Miller Nash having market-based rates generally above $300/hr. The scoring highlights Miller Nash's extensive 50+ years of experience advising K-12 districts statewide and their robust education law practice as key factors in their selection.
