USAID/Mexico’s Office of Acquisition and Assistance intends to modify contract number Contract No.

AID-523-C-14-00003 with Management Systems International (MSI) of 200 12th Street South, Arlington, Virginia 22202 USA. The above-referenced contract with Management Systems International was signed by the cognizant Contracting Officer on July 3rd, 2014 and with an effective date on July 16th, 2014.

This contract, called the Promoting Justice Project (PROJUST), is implemented in the context of USAID/Mexico’s Results Framework, which outlines efforts to support the government and other local actors to provide a more efficient and effective criminal justice system.

The primary focus of this activity is to provide technical assistance to existing and new justice sector institutions to assist in the consolidation of justice reform in selected jurisdictions. This objective is being accomplished through strengthening the technical capacities of state justice sector institutions to deal with reported offenses in a timely fashion, with differentiated approaches depending on their complexity and gravity.

Coordination among these institutions and the adoption of data-driven policy decisions are critical for the objectives.

This planned modification will increase the period of performance by nine months from October 2019 through June 2019 and increase the total estimated cost (TEC) by USD $4,000,000 from $68,255,703.00 to $72,255,703.00. Under this proposed extension, the contractor will continue efforts to consolidate inter-agency coordination through the “Rapid Results” methodology. This will in turn be used as input for assistance in the development of state-level criminal prosecution policies. PROJUST will also continue to support the establishment of criminal context analysis units, which coordinate with USAID-supported specialized units and states offices of Attorneys General. These efforts will contribute to the formalization of the coordination efforts among participating institutions, an essential element for successful reform implementation.

USAID/Mexico intends to issue this extension under the authority of AIDAR 706.302-70(b)(5) for “the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.” There will be no solicitation document issued for the proposed action. Therefore, this notice of intent is not a request for a competitive proposal. Interested parties may, however, identify their interest and capability to respond to the Government’s requirement by submitting an expression of interest. The Government will consider all expressions of interest received within fifteen (15) calendar days of the publication of this notice and no later than the Closing Date and Closing Time specified herein. A determination not to compete this proposed modification based upon responses, if any, to this notice solely lies within the discretion of the Government.
