Notice of Intent to Issue a Hirox Microscope Upgrade

FDA-SS#1216414

Date: August 30, 2019

The U.S. Food & Drug Administration (FDA) intends to issue an award to HIROX - USA INC for a Hirox Microscope Upgrade, made in accordance with Federal Acquisition Regulation (FAR) Part 6.302- 1, as HIROX - USA INC is the only one responsible source and no other supplies or services will satisfy agency requirements using Simplified Acquisition Procedures per FAR Part 8 & 13.

The anticipated delivery order is to procure the following:

The Division of Applied Mechanics (DAM) currently has an Hirox Optical Digital KH-7700 microscope. This microscope has become a core instrument for documentation and analysis of test articles, forensic samples, and failure analysis. It touches many if not most projects in the “Projects Solid Mechanics” group. It has been available for use to others outside of the Division. Data from this system has appeared in many of our publications. This system is out of date and we have had several failures.

This request is for upgrading lenses from the old system, upgrade the digital microscope, upgrade the computer controller and software, replace a troublesome x-y stage and add a stand. This upgrade to the hardware and software would maintain the current scientific capabilities the system has enabled to the Center.

The associated North American Industrial Classification System (NAICS) Code is: 423490
