About this file
This is a Justification and Approval (J&A) document for procurement of Key Watcher Systems electronic key control and accountability equipment by the Federal Bureau of Investigation's Redstone Electronics Collaboration Unit under sole source authority.
The FBI is procuring Key Watcher Systems manufactured by Morse Watchmans Inc. as the only responsible source capable of meeting the Redstone facility's needs under 41 U.S.C. § 3304(a)(1). The requirement is for an electronic key control and accountability system to support secure storage, tracking, and management of keys in controlled environments, with capabilities including user authentication, real-time monitoring, audit reporting, and secure key access per established security protocols. The procurement is structured as a Firm-Fixed-Price contract with no options. Market research confirmed that while similar key management systems exist in the marketplace, only the KeyWatcher Systems manufactured by Morse Watchmans Inc. meets all compatibility requirements with existing systems and infrastructure without requiring modifications, significant retraining, or introducing security risks. The estimated contract dollar value field is left blank in the document. Procurement justification is based on the proprietary design of the system, its established integration with existing FBI infrastructure, proven performance in secure environments, and the critical need to maintain system continuity and operational consistency across all Redstone facilities. The J&A document notes that a notice was not published in accordance with Federal Acquisition Regulation Subpart 5.1, as the requirement qualifies for the sole source exception when only one responsible source can fulfill requirements. No additional sources submitted written expressions of interest in the acquisition.

FEDERAL BUREAU OF INVESTIGATION
FINANCE AND FACILITIES DIVISION I PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN
FULL AND OPEN COMPETITION
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (X)
Requisition Number: SHOP-PR-26-001547
Date: 04/06/2026
Estimated Contract Dollar Value:
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Redstone Electronics
Collaboration Unit, has prepared this justification for other than full and open competition for
Key Watcher Systems on behalf of the Finance and Facilities, Division.
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
This requirement is being procured under 41 U.S.C. § 3304(a)(1) as only one responsible source can meet the Redstone FBl's needs. The KeyWatcher Systems manufactured by Morse
Watchmans Inc. is required due to its unique compatibility with existing key control processes, security requirements, and operational work/lows. Alternate systems would require significant retraining, infrastructure changes, and could introduce security risks, making them unacceptable.
Market research confirmed that no other vendor can provide a system that meets all requirements without modification. The estimated Firm-Fixed-Price of _ is considered fair and reasonable based on historical pricing and commercial comparisons.
3. A description of the supplies or services required to meet the agency's needs.
The requirement is for the procurement of an electronic key control and accountability system, specifically the KeyWatcher Systems, to support secure storage, tracking, and management of keys used in controlled environments. The system must provide user authentication, real time monitoring, audit reporting, and secure key access in accordance with established security protocols.
These systems are currently in place, and any additional equipment purchased must be fully compatible with existing systems and infrastructure. Compatibility is critical to ensure
