About this file
This is a Justification and Approval (J&A) document for a sole-source federal procurement by the Federal Bureau of Investigation.
The FBI's Procurement Section, on behalf of the Laboratory Division's Technology and Explosive Device Analysis Center Section, seeks to award a sole-source, firm-fixed-price contract to The Micromanipulator Company (1741 Forrest Way, Carson City, NV 89706) for the acquisition of two VERSA DSP Modular Probe Systems. The systems must be equipped with a microscope gantry, accommodate large testing areas suitable for glide and lock independent platens, and provide both backside and double-sided probing capability with fine positioning stages for precise signal access on various board configurations. Essential features include vibration isolation for measurement accuracy and an open, flexible architecture supporting diverse test setups and future expansion. The acquisition is justified under 41 U.S.C. 3304(a)(1) (FAR Subpart 6.103-1) as a sole-source procurement based on unique qualifications. The patented VERSA Probe System is described as the most versatile probing system on the market, featuring an adjustable gantry accommodating board sizes up to 26" x 26", with capabilities for signal integrity testing and fault isolation that are not available in competing solutions. Market research determined the product is not available through third-party vendors. The FBI will post a Notice of Intent on SAM.gov allowing other vendors to demonstrate their capabilities before award. The Contracting Officer will determine price fairness and reasonableness in accordance with FAR 13.106-3 prior to award. The requisition number is SHOP-PR-26-001344, dated 03/26/2026, with the contract dollar value not specified in the document.

FEDERAL BUREAU OF INVESTIGATION
FINANCE AND FACILITIES DIVISION | PROCUREMENT SECTION
JUSTIFICATION AND APPROVAL (J&A) FOR OTHER THAN
FULL AND OPEN COMPETITION
Attachment M – J&A Version 3 Page 1
JUSTIFICATION FOR OTHER THAN FULL AND OPEN COMPETITION IN ACCORDANCE WITH 41 U.S.C. 3304 (A) (X)
Requisition Number: SHOP-PR-26-001344
Date: 03/26/2026
Estimated Contract Dollar Value:
1. Identification of the agency and contracting activity.
The U.S. Department of Justice, Federal Bureau of Investigation (FBI), Procurement Section (PS), National Acquisition Programs Unit (NAPU), has prepared this justification for other than full and open competition for the acquisition a VERSA DSP Modular Probe System on behalf of the Laboratory Division (LD), Technology and Explosive Device Analysis Center Section (TEDAC), Technical Exploitation Unit (TExU).
2. The nature and/or description of the action being approved, i.e., sole source, limited competition, establishment of a new source, etc.
In accordance with a statutory exception to the fair opportunity process, the FBI requests the award of a sole-source, firm-fixed-price contract to The Micromanipulator Company, 1741 Forrest Way, Carson City, NV 89706 for a VERSA DSP Modular Probe System.
3. A description of the supplies or services required to meet the agency’s needs.
The supplies required to meet the agency’s needs consist of two Modular Probe Systems equipped with a microscope gantry, designed to accommodate a large testing area suitable for glide and lock independent platens. The system must provide both backside and double sided probing capability, enabled by fine positioning stages that allow precise manipulation for signal access on various board configurations. Essential features include vibration isolation to ensure measurement accuracy and an open, flexible architecture to support diverse test setups and future expansion requirements.
Attachment M – J&A Version 3 Page 2
4. The statutory authority permitting other than full and open competition.
The statutory authority permitting other than full and open competition is 41 U.S.C. 3304 (a)(1) as implemented by the Federal Acquisition Regulation (FAR) Subpart 6.103-1entitled, “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.”
5. Demonstrate the unique qualifications of the proposed contractor or the nature of the action requiring the use of the authority.
The patented VERSA Probe System is the most versatile probing system on the market. The VERSA microprobing station is uniquely suited to meet the demands of our dynamic workload, providing essential capabilities that are not available in other probing solutions. The system features an adjustable gantry, allowing for flexible accommodation of various board sizes up to 26” x 26”, ensuring compatibility with a wide range of test configurations and PCB layouts.
This adjustability is critical in supporting our diverse testing requirements, minimizing setup constraints while maximizing efficiency. The VERSA microprobing station offers backside and double-sided probing capabilities, which are essential for accessing signal traces and components on both sides of the PCB without requiring extensive board modifications. This feature enables signal integrity testing, fault isolation, and enhanced debugging in complex electronic assemblies, ensuring precise and reliable measurements.
No other solution provides this combination of flexibility, functionality, and alignment with our quality and standardization requirements, making the VERSA microprobing station the sole viable option for our needs.
6. A description of efforts made to ensure that offers are solicited from as many potential sources as is practicable, including whether a notice was or will be publicized as required by Subpart 5.1 and, if not, which exception under 5.101 applies.
A Notice of Intent (NOI) to award a sole-source Purchase Order (PO) to The Micromanipulator Company will be posted on the SAM.gov website. This announcement will also give an opportunity for other vendors to demonstrate their ability to meet the FBI's specific needs through submission of their technical capabilities and cost information for consideration prior to an award being issued. Market research conducted by the TExU idenƟfied a manufacturer that has demonstrated full compliance with all technical requirements and has previously been validated for applicaƟon within FBI LD TEDAC TExU.
Attachment M – J&A Version 3 Page 3
7. The anticipated dollar value of the proposed acquisition, including options if applicable, and a determination by the Contracting Officer that the anticipated cost to the Government will be fair and reasonable.
Prior to issuing an award, the Contracting Officer will determine that the proposed price is fair and reasonable in accordance with FAR13.106-3.
8. A description of the market research conducted and the results.
Market research was conducted online and it was determined that the product was not available through a third party vendor.
9. Any other facts supporting the use of other than full and open competition.
We currently own a VERSA system, and expanding our capacity with additional units is necessary to support increasing demand. Maintaining a consistent platform across all probing operations is essential for quality control, as introducing alternative systems would create variation in measurement methods, operator workflows, and test repeatability. Standardizing on the VERSA platform ensures uniformity, reduces training overhead, and preserves the integrity of our established processes.
10. A listing of any sources that expressed a written interest in the acquisition.
Since the procurement was not advertised, no other companies have expressed an interest either orally or in writing.
11. A statement of any actions the agency may take to remove or overcome any barriers to competition, if subsequent acquisitions are anticipated.
The FBI will continue to conduct market surveys and research available through industry shows and technology releases in the form of papers and journals. This will be used to identify potential sources for subsequent acquisitions.
