Department of Public Health Bureau of Substance Addiction Services Notice of Intent #27015 Strategic Prevention Framework - Partnerships for Success for States (SPF-PFS): Strategic Prevention Framework – Partnerships for Success for States
The Massachusetts Department of Public Health, Bureau of Substance Addiction Services (BSAS) is in the process of applying for a grant from the Substance Abuse and Mental Health Services Administration (SAMHSA) entitled: Strategic Prevention Framework - Partnerships for Success for States (SPF-PFS): Strategic Prevention Framework – Partnerships for Success for States | SAMHSA.
The purpose of this program is to:
· Help prevent and reduce the initiation and progression of substance use and its related problems by supporting the development and delivery of community-based substance use prevention services that strengthen protective factors, reduce risk factors, build resilience, and promote well-being.
· Expand and strengthen the capacity of prevention providers serving communities and tribes to implement evidence-based and evidence-informed prevention strategies.
This Grant Funding would enable the Department of Public Health to implement the Positive Adolescent and Childhood Experiences to Prevent Substance Use (PACES) initiative to prevent, delay, and reduce youth substance use by strengthening protective factors among youth ages 5-14 before and during the developmental period when alcohol, nicotine, cannabis, and other substance use risk increases in middle and high school.
All SAMHSA recipients are required to collect and report certain data so that SAMHSA can meet its obligations under the Government Performance and Results (GPRA) Modernization Act of 2010. The grant also requires that evaluation supports be fully operational within the first three months of funding.
The purpose of this notice is to publicize the MDPH/BSAS’ intent to submit a federal grant application naming Social Science Research and Evaluation (SSRE) as a partner. SSRE is currently providing data collection, performance assessment and quality improvement for the current SPF-Rx grant. SSRE has extensive experience evaluating federal prevention grants and working with SAMHSA’s SPF model, GPRA and has a long history working with communities across the Commonwealth making them uniquely qualified.
SSRE currently serves as the sole evaluation provider for all prevention programing funded in the BSAS Office of Prevention and Wellbeing, supporting collection and analysis of quarterly and annual reporting for all its current subrecipient awards. This also includes monitoring trends in statewide datasets or using them for state needs assessment.
SSRE provides over 40 years of experience as a premier research and evaluation firm devoted to furthering basic and applied social science research. SSRE has been awarded grants and contracts funded by federal, state, and local governments and agencies, foundations, and community agencies and organizations to address issues such as substance misuse prevention, opioid overdose prevention, injury prevention, suicide prevention, mental health promotion, training/technical assistance (T/TA) center evaluation, and community health surveillance. This has included successful federal grant collaboration with other units within BSAS and with its local partners.
SSRE has demonstrated proficiency and a history of commitment to providing the best possible service in a timely fashion and in the most cost-effective manner. SSRE staff are trained in quantitative and qualitative research and evaluation methods and utilize state-of-the-art statistical software packages, online survey and database technologies, and reporting and presentation software. Our staff hold multiple professional memberships such as The Society for Prevention Research and American Evaluation Association and routinely monitor prevention and evaluation related peer-reviewed journals to remain current on emerging content.
