About this file
This is a Notice of Intent to Award a public contract issued by Lincoln County, Oregon, through its IT Department in coordination with Dell Marketing L.P. via interstate cooperative procurement agreements. Lincoln County intends to award a purchasing agreement for technology solutions, products, and services, including hardware, software, and support services, through two cooperative procurement vehicles: the Midwestern Higher Education Compact (MHEC) Contract #MHEC-04152022 Master Agreement, which extends through June 30, 2029, and the Dell National Consortium Agreement (Dell OMNIA NCPA 01-143), which runs through November 30, 2026, with extension options through November 30, 2030. The procurement term for Lincoln County is through June 30, 2028. The notice was issued on August 21, 2025, and requests for further information, contract term reviews, comments, or protests must be submitted within seven calendar days to Assistant County Counsel Brian Gardner.
The total contract price is not to exceed $200,000 per fiscal year, with each fiscal year ending on June 30. Lincoln County is an OMNIA partner and is leveraging these interstate cooperative procurement agreements to procure technology solutions and services. No specific set-asides or incumbent information is mentioned in the notice. The cooperative procurement approach allows Lincoln County to utilize pre-negotiated terms and conditions established through MHEC and the Dell OMNIA consortium, eliminating the need for a traditional competitive bidding process.
