About this file
This document is a Statement of Work (SOW) for the upgrade or replacement of the 14.2-meter antenna Radio Frequency (RF) Feed Assemblies at the NOAA/NESDIS Wallops, VA Command and Data Acquisition Station (WCDAS). The SOW defines the requirements for a new 1000-watt L/S-Band antenna feed assembly, including tasks such as project planning, site survey, design review, factory acceptance testing, site acceptance testing, integration, training, and maintenance procedures. The related Federal contract opportunity is a sole source procurement from CPI Satcom & Antenna Technologies Inc., the original equipment manufacturer, due to their exclusive knowledge of the existing feed system and recent upgrade of the 14.2-meter Antenna Control System. The anticipated period of performance is a 10-month base period with a 1-year option period for warranty and technical support. The procurement will be conducted using Simplified Acquisition Procedures up to $7.5 million.

NOAA 14.2 Meter Antenna RF Feed Upgrade/Replacement Statement of Work (SOW) June 6, 2024
1 INTRODUCTION
The National Oceanic and Atmospheric Administration (NOAA), National Environmental Satellite, Data, and Information Service (NESDIS), Office of Satellite and Product Operations (OSPO) mission is to sustain current NESDIS capabilities, and to enable future capabilities. NOAA/NESDIS’s overarching goal is to migrate to an Enterprise ground system solution and eliminate mission specific designs. A needed step in this migration is the upgrade or replacement of the Polar 14.2-meter antenna RF Feed Assemblies. The current L/S-Band feed had been degraded subsequently impacting operation performance. OSPO requires a new or complete replacement feed assembly.
The purpose of this SOW is to define requirements for a new replacement L/S-Band antenna feed assembly for the 14.2-Meter antenna located at the Wallops, VA Command and Data Acquisition Station (WCDAS) to meet or exceed the stated Government requirements & specifications. RF feed assembly shall be capable of continuous 1000 Watts power operation.
2.0 SOW TASKS
The following tasks provide the specifications, requirements and services needed for the implementation of the 1000-watt L/S-Band 14.2-meter antenna feed replacement.
· The Contractor shall provide an initial Project Plan and conduct a Project Kickoff meeting two weeks after contract award.
· The Contractor shall provide a baselined Project Management Schedule (PMS) within thirty days of contract award.
· The Contractor shall perform a site survey to determine mechanical and electrical interface requirements.
· The Contractor shall hold a design review within 4 months of contract award. The design review shall address all necessary requirements outlined in this SOW and any issues or concerns observed during the aforementioned site survey.
· The Contractor shall provide and install the antenna feed assembly, which meets or exceeds the stated Government requirements and specifications within Section 2.1.
· The Contractor shall deliver a L/S-Band feed design which can tolerate a sustained 1000-watt continuous uplink power and comply with all stated requirements and specifications within this SOW. Unit level devices or Systems level devices shall not be negatively impacted by the aforementioned stated power level.
· The L/S-Band feed design shall include, but is not limited to, low noise amplifiers (LNAs), LNA Plate, Triplexers, orthomode transducer (OMT), relevant filters and associated cabling. The aforementioned devices shall meet the requirements and specifications per this SOW as unit level devices and when integrated as a coherent system. Unit level devices or Systems level devices shall not be negatively impacted by the aforementioned stated power level.
· The Contractor shall ensure the 14.2-meter L/S-Band feed assembly provides the relevant error and sum channels inputs to the monopulse/scan plate. These tracking signals shall enable the “as built” system to maintain auto-track capability.
· The Contractor shall ensure the new 14.2-meter L/S-Band feed assembly conforms to Equipment Specification in Section 2.1 of this SOW and meet the functional and performance requirements.
· The Contractor shall provide the Factory Acceptance Test (FAT) Plan and procedure 4 weeks prior to the test. Government comments will be provided 2 weeks prior to the test and the Contractor shall integrate the comments into the test plan where applicable. Government concurrence on the FAT plan must be received prior to FAT execution.
· Factory acceptance testing shall demonstrate the RF Feed assembly’s ability to accept 1000-watts of continuous power while meeting the specifications for Transmit Band Rejection from Transmit to Receive Port, Receive band rejection from transmit to receive port, and Out of Band Rejection listed in the table of specifications in section 2.1 of this SOW.

Government comments will be provided 2 weeks prior to the test and the Contractor shall integrate the comments into the test plan where applicable. Government concurrence on the SAT plan must be received prior to SAT execution.
· The contractor shall accomplish a successful SAT for the 14.2-meter antenna system. SAT shall demonstrate Government requirements & specifications at nominal power & at high power (1000 watts) levels. High power levels shall not negatively affect SAT performance.
· The Contractor shall provide resources to support the Operations Verification period post SAT for 30 days of continuous operation to address any anomalies or operations issues after the first article installation at WCDAS.
· The Contractor shall support technical interchange meetings, working groups, and attend biweekly status meetings with Government representatives and stakeholders.
· The Contractor shall provide a monthly Progress Report that covers the production and installation schedule.
· The contractor shall integrate the new feed assembly and work with the Government or its designated representative to address all non-compliance requirements and specifications. The feed assembly integration schedule shall be coordinated with the Government in order to address any operational concerns. The feed assembly integration shall not negatively affect WCDAS Operations.

2.1 EQUIPMENT SPECIFICATION
The 14.2-meter L/S-Band prime focus feed system currently consists of a feed horn, polarizer, orthomode transducer (OMT), triplexer, and associated rejection filters. It is positioned into its precise location by utilizing a quadpod apex structure. The tracking subsystem consists of four crossed dipoles with matched hybrids arrayed around the antenna’s feed horn. The crossed dipole and hybrid combination produce phase shifted dual circular signals to the relevant diplexer, comparator and rejection filter and ultimately generate dual circularly polarized L and S band X/Y error signals referenced to relevant the phase comparator. These X/Y error channel signals, in conjunction with the required sum channel signals, are provided to the tracking plate as inputs. Although the current tracking subsystem utilizes a crossed dipole design, this implementation type is not required. The tracking subsystem shall provide dual circularly polarized L and S band X/Y error channel signals and sum channels signs with sufficient gains as inputs to the antenna tracking/scan plate.
The S/L band beam alignment shall be within 0.01° of the existing Cassegrain X-band beam.
The upgrade to the L/S-Band prime focus feed shall not in any way negatively impact the X-band Cassegrain feed performance.
