Description
The United States Agency for International Development (USAID) Liberia intends to make a sole source award to The Voith Group for the purpose of rehabilitation of turbines 2, 3, and 4 of the
Mount Coffee Hydro Power Plant.
The Voith Group is the engineering firm that built the hydro power turbines under the Millennium
Challenge Corporation (MCC) Compact project between 2015 to 2020 and is currently responsible for maintenance and sustainability of the system. Therefore, USAID determined that The Voith Group is the best source that can provide the specified upgrade services at the mount coffee power plant because of the proprietary design and voiding of the warranty terms.
The statutory authority permitting this award without providing full and open competition is AIDAR
706.302-70(b)(5), Impairment of Foreign Aid Programs, “An award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.”
This notice of intent is not a request for competitive proposals. A determination by the Government whether to compete the proposed acquisition based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
