About this file
This is a Presolicitation notice for a sole source contract award. The Centers for Disease Control and Prevention (CDC), National Institute for Occupational Safety and Health (NIOSH), Health Effects Laboratory Division (HELD), and Chemical and Biological Monitoring (CBMB) intends to award a firm-fixed price purchase order to HORIBA Instruments Incorporated, located at 20 Knightsbridge Road, Piscataway, New Jersey 08854-3913. The contract covers one-time preventive maintenance, laser source replacement, and optical alignment services for Raman spectrometers and instrumentation used for high-resolution chemical mapping to characterize environmental and workplace hazards, including identification and quantification of toxic workplace aerosols and NMAM method development for crystalline silica.
The Government justifies the sole source award under FAR 6.103-1 authority because HORIBA Instruments Incorporated, as the Original Equipment Manufacturer (OEM), is the only provider with access to proprietary alignment software, firmware updates, latest engineering bulletins, and OEM-certified technicians qualified to service the confocal Raman spectroscopy and laser photonics equipment. The NAICS code is 334516, Analytical Laboratory Instrument Manufacturing. Interested vendors that believe they can meet these requirements must submit written capability statements to Contracting Specialist Felipe Cardenas by August 21, 2026 via email at tpp5@cdc.gov. This is explicitly not a request for competitive quotations; however, the Government will review all submitted product, capabilities, and pricing information to determine whether to conduct a competitive procurement, with that determination solely within the Government's discretion.
