About this file
This is a Notice of Intent to Sole Source for a federal contract action issued by the 10th Contracting Squadron at the U.S. Air Force Academy. The USAFA intends to award a sole source commercial contract under Firm Fixed Price terms to Bruker Biospin Corporation (15 Fortune Drive, Billerica, MA 01821) for Quantum Information Technology Equipment consisting of an Electron Nuclear Double Optical Resonance (ENDOR) System extension (Part B190019). The contract authority is 10 U.S.C. 2304(c)(1) for non-competitive awards based on only one responsible source. The anticipated award date is on or about 30 September 2026. The NAICS code is 334516 (Analytical Laboratory Instrument Manufacturing) with an SBA size standard of 1,000 employees.
The ENDOR system must meet specific technical performance thresholds including X band operating frequency, arbitrary waveform generation with at least 1.0 Gsamples/s and 2 GB onboard memory, pulse timing resolution of less than 15 nanoseconds, broadband RF frequency range from 0.1 to 100 MHz, at least 150 W RF power amplification, a dedicated digital controller equivalent to a DICE unit capable of executing advanced multi-dimensional ENDOR sequences, and automated software for tuning and 2D/3D data acquisition. The contracting officer determined that Bruker Biospin Corporation is the only approved source due to compatibility requirements with existing Bruker pulsed EPR/ENDOR resonators. No solicitation will be posted. Interested parties may submit capability statements demonstrating how competition would be advantageous to the Government by 14:00 PM MST on 14 August 2026 to Mikayla Brandt (mikayla.brandt@us.af.mil) and Ken Helgeson (kenneth.helgeson.3@us.af.mil). Contractors must maintain current System for Award Management (SAM) registration at sam.gov.

Academy, CO 80840.
The US Air Force Academy (USAFA) intends to award a sole source commercial contract using simplified procedures in accordance with RFO Part 12 to:
Bruker Biospin Corporation
15 Fortune Drive
Billerica, MA 01821
United States
This requirement is for an Electron Nuclear Double Optical Resonance System with the following salient characteristics:
Characteristic Description & Required Thresholds
Operating Frequency Band X band
Arbitrary Waveform
Generation (AWG)
At least 1.0 Gsamples/s, at least 2 GB onboard memory, at least 14 bit vertical resolution, at least 4 trigger outputs, external trigger input, integrated pulse monitor.
Pulse Timing Resolution Timing resolution less than (better than) 15 ns, phase resolution less than (better than) 0.1 degrees, frequency resolution better than (less than) 1.5 Hz.
This section dictates the ENDOR system's performance thresholds.
Characteristic Description & Required Thresholds
Broadband RF
Frequency Range
Frequency range 0.1 to 100 MHz
RF Power
Amplification
At least 150 W rf power
Double Resonance
Control
Must include a dedicated digital controller (equivalent to a DICE unit) capable of executing advanced multi-dimensional ENDOR sequences (e.g., Mims ENDOR, Davies ENDOR, TRIPLE resonance).
Software Suite Must include automated software for tuning, pulse sequence programming, 2D/3D data acquisition.
2. Sole Source Justification The authority for this non-competitive award is 10 U.S.C. 2304(c)(1), because there is only one responsible source.
The contracting officer has determined that the circumstances of this contract action deem only one source to be reasonably available IAW RFO 12.102(a). The determination is supported by the following critical factors:
• Only one responsible source and no other will satisfy the USAFA requirement.
• Bruker Biospin Corporation is the only approved source for this Bruker ENDOR Extension (Part B190019). All support, product information, and components must come from Bruker Biospin Corporation to ensure thorough compatibility with the existing Bruker pulsed EPR/ENDOR resonator.
• This request is issued for the US Air Force Academy. Anticipated award is on or about 30 Sept 2026, as a Firm Fixed
Price Contract.
Based on previous market research conducted, the Government intends to proceed with this sole source action.
A SOLICITATION WILL NOT BE POSTED.
3. Submission of Capability Statements This synopsis is for informational purposes only and does not constitute a solicitation for bids or proposals. DO NOT submit a bid or quote at this time.
All responsible sources may submit a capability statement. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
Responses and questions shall be submitted to Mikayla Brandt at mikayla.brandt@us.af.mil AND Ken Helgeson at kenneth.helgeson.3@us.af.mil no later than 14:00 PM, MST on 14 Aug 2026. Responses received after this will be considered late IAW RFO 52.212-1(c) and will not be evaluated.
Contractors must have a current registration with the System for Award Management (SAM) at sam.gov. The
Government bears no legal liability for any costs incurred by responding to this notice.

4. Ombudsman Clause (JUL 2023)
An ombudsman has been appointed to hear and facilitate the resolution of concerns from offerors, potential offerors, and others for this acquisition. When requested, the ombudsman will maintain strict confidentiality as to the source of the concern. The existence of the ombudsman does not affect the authority of the program manager, contracting officer, or source selection official. Further, the ombudsman does not participate in the evaluation of proposals, the source selection process, or the adjudication of protests or formal contract disputes. The ombudsman may refer the interested party to another official who can resolve the concern.
Before consulting with an ombudsman, interested parties must first address their concerns, issues, disagreements, and/or recommendations to the contracting officer for resolution. Consulting an ombudsman does not alter or postpone the timelines for any other processes (e.g., agency level bid protests, GAO bid protests, requests for debriefings, employee-employer actions, contests of OMB Circular A-76 competition performance decisions).
If resolution cannot be made by the contracting officer, the interested party may contact the designated ombudsman:
James Anderson 8110 Industrial Drive, Ste 103
USAFA, CO 80840
Telephone: 719-333-3829 | FAX: 719-333-9018
Email: james.anderson.72@us.af.mil
Concerns, issues, disagreements, and recommendations that cannot be resolved at the Center/MAJCOM/FLDCOM/DRU ombudsman level, may be brought by the interested party for further consideration to the Department of the Air Force ombudsman, Associate Deputy Assistant Secretary (ADAS) (Contracting), SAF/AQC, 1060 Air Force Pentagon, Washington DC 20330-1060, phone number (571) 256-2395, facsimile number (571) 256-2431.
(d) The ombudsman has no authority to render a decision that binds the agency.
(e) Do not contact the ombudsman to request copies of the solicitation, verify offer due date, or clarify technical requirements. Such inquiries shall be directed to the contracting officer.
