About this file
This notice documents the Defense Information Systems Agency's intent to negotiate a sole source contract with Motorola Solutions, Inc. The contract would provide enterprise land mobile radio support services for the Commander, Navy Installations including preventative and corrective maintenance for existing radio frequency repeater, dispatch, and management equipment and software deployed worldwide. Services must comply with Department of Defense cybersecurity requirements and involve maintaining compliance with the Risk Management Framework and an Authorization to Operate from the Navy Authorizing Official. As Motorola's software and firmware are proprietary, they are currently the only source capable of executing this requirement by providing access to proprietary information and source code required to perform the support services. Interested parties have 15 days to indicate their capability to provide these services in writing. The North American Industry Classification System code 811210 for electronic and precision repair and maintenance will determine company size status. The incumbent is Motorola as a large business under contract number HC102823C0006 for firm fixed price from June 2023 to June 2024.

NOTICE OF INTENT
The Defense Information Systems Agency/Defense Information Technology Contracting Organization intends to negotiate a sole source contract with Motorola Solutions, Inc.
(Motorola). A sole source Justification & Approval document is being coordinated and, upon approval, a copy of it will be posted here on beta.SAM.gov to comply with the public display requirements of FAR 6.305.
The proposed contract action is to procure the equivalent of a full maintenance warranty for the Commander, Navy Installations (CNIC) Enterprise Land Mobile Radio (ELMR) system with associated equipment and software, including all hardware, firmware, and cabling or other signal and data transmission sub-systems necessary for the system to function as intended during operations. Sustainment is defined as all work and costs associated with maintaining and repairing systems, including associated software and material as required, to enable the system to perform as specified to maintain an Authorization to Operate (ATO) from the Navy Authorizing Official (NAO).
This service includes preventive and corrective maintenance of the existing ELMR equipment and software including Radio Frequency (RF) repeater, dispatch and management equipment and software, and all associated equipment and software currently deployed as part of the worldwide ELMR system for Continental United States (CONUS) and Outside Continental United States (OCONUS). Responsibility for troubleshooting, removal, and replacement of the equipment for these units is also included as part of this requirement. All services must comply with Department of Defense (DoD) requirements for cybersecurity. Cybersecurity services include obtaining and maintaining an ATO from the NAO under the Risk Management Framework process. This includes supplies and services to replace obsolete equipment and software. The requirement includes maintaining and operating a network and security operations center to continuously monitor system health and dispatch service technicians as required.
Monitoring the ELMR system requires configuring proprietary software to direct status messages to a remote monitoring facility. Furthermore, DoD 8500.2, Information Assurance Implementation, requires the ELMR program to maintain cybersecurity compliance. Since Motorola’s software and firmware are proprietary, only Motorola has the expertise and facilities to test and validate Information Assurance Vulnerability Alert, Assured Compliance Assessment Solution scan results, and provide proper settings and/or mitigations to the vulnerability results.
Correction of any security patches requires access to the source code, which is proprietary to Motorola.
At this time, the incumbent contractor, Motorola, is the only source capable of executing this requirement, as they are the only source with access to the proprietary software and information required to perform the required ELMR support services.
The statutory authority for other than full and open competition is 10 USC 2304 (c) (1), as implemented by FAR 6.302-1(a)(2)(iii), only one responsible source and no other supplies or services will satisfy agency requirements. Companies who believe they can provide this service must indicate their interest in writing within 15 days of this notification and include a detailed capability statement. No reimbursement for any cost connected with providing capability information will be provided. All responsible sources will be considered in evaluating the determination to issue a sole-source contract. Quotations or proposals received in response to this notice cannot be accepted since this synopsis cannot be considered a request for quote or a request for proposal. A solicitation will NOT be posted to beta.SAM.gov due to the sole source nature of the requirement.
The North American Classification System (NAICS) code 811210, Electronic and Precision Repair and Maintenance, will be used for determining company size status.
