Notice of Intent To
Solicit and Award a Sole Source Firm Fixed Price Contract to Paradigm Parachute and Defense, Inc.
Description:
The 502d Contracting Squadron, 395 B Street West Suite 2, JBSA Randolph, TX 78150, intends to solicit and award a sole source firm fixed price contract to Paradigm Parachute & Defense, Inc. This is a sole source synopsis published for informational purposes only. The action will be executed under Federal Acquisition Regulation (FAR) Parts 12, Acquisition of Commercial Items, and 13, Simplified Acquisition Procedures.
This proposed procurement will be a sole source under North American Industry Classification System Code (NAICS) 611430 – Professional and Management Development Training. Business size standard for NAICS 611430 is $15M.
The proposed source is Paradigm Parachute & Defense Inc.. A decision by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement. This notice of intent is not a request for competitive quotations. However, all responsible sources may submit a capability statement, proposal, quotation or exception to the intent to purchase on a Sole Source basis, which shall be considered by the Government if received by 4:00 PM CDT, 14 Aug 2025.
In order to comply with FAR 5.207(c)(15), the reason for lack of competition is as follows:
The United States Air Force (USAF) Air Transportation career field has identified a critical need to develop internal parachute rigging capabilities across 13 geographically separated units. Historically, these skills were supplemented through access to the U.S. Army’s Parachute Rigger Course 2 (PRC 2).
However, the Army has restricted Air Force access to PRC 2, rendering our personnel unable to meet required skill-level advancement and readiness standards through that channel. The requirement is to provide the following:
Paradigm Parachute and Defense is a recognized industry leader in parachute design, manufacturing, and tactical training. Their instructors bring decades of combined military and commercial rigging experience, ensuring compliance with military-grade safety standards. Paradigm is uniquely qualified due to their hands-on training approach, curriculum alignment with DoD rigging protocols, and ability to scale to support enterprise-level implementation.
Delaying the acquisition of parachute rigging training presents operational risk. Paradigm’s availability allows immediate initiation of training pipelines across all 13 units, mitigating gaps in mission readiness and supporting the Air Transportation Enterprise’s transition to in-house rigging operations.
This notice of intent is NOT a request for quote or proposal. However, interested parties may submit a narrative describing their capabilities and qualifications to perform the effort via email to Zerique Montgomery, Contract Specialist, zerique.montgomery@us.af.mil and Jazmin Gloria, Contracting Officer, jazmin.gloria@us.af.mil, no later than 4:00 PM CDT, 14 August 2025. The information received will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to open the requirement to competition based upon the responses to this notice is solely within the discretion of the Government.
