Goals: The objective of this Cooperative Agreement is to utilize the historical, cultural and natural resources of Paterson Great Falls National Historical Park (NHP) as a basis for educational programs for school children (elementary, middle, and high school), and curriculum development opportunities for educators. The NPS staff at Paterson Great Falls NHP will work closely with the team at Passaic County Community College (PCCC) to jointly develop the programs. Established in the 1968, PCCC is an accredited, co-educational, two-year, public, community college located in Passaic County, New Jersey with its main campus in the City of Paterson. The NPS and PCCC successfully cooperated together in the past on a poetry and visual arts project (P14AC01371) inspired by the park’s resources, and the two parties plan to build upon that success.
PP: The public purpose of this Cooperative Agreement is to create and present educational programs that use the park’s historical, cultural and natural resources, and enhance on-site NPS programs and activities. The programs will give the students a sense of shared stewardship of the park, and therefore, help protect the park’s resources, encourage greater use of the park by the local students and their families, and lead to a greater understanding and appreciation of the park’s interpretive themes and resources.
Overview: The NPS and the college will jointly develop and implement strategies and work plans to fulfill the goals and objectives and achieve the public purpose of this Cooperative Agreement (CA). The parties will do this by communicating on a quarterly basis to inform each other of any opportunities, challenges, and changing circumstances.
When funding becomes available, Task Agreements (TA) will be attached to the CA. Each TA will include a detailed work summary of the specific project. Each TA will promote the goals and objectives of the CA by providing opportunities for internships, enriching the college's curriculum, engaging elementary and secondary schools, and enhancing on-site NPS programs and activities. With each TA, the parties will develop and conduct activities to increase public recognition and understanding of the joint projects and goals.
Recipient: Passaic County Community College
Sub Involv: 1. Identify, and act as the liaison for, other partners and institutions in pursuit of the educational goals of this agreement.
2. Identify opportunities for encouraging greater student and citizen use of the Park’s historical, cultural and natural resources for educational purposes.
3. Provide staff and facilities, as available, to assist in the development of work plans and oversee and review all project work.
4. Review any public information materials prepared by the college regarding the agreed upon projects.
5. Ensure that all work complies with NPS standards, policies and guidelines through scheduled monitoring and meetings.
6. Subject to the limitations and restrictions the Anti-Deficiency Act, obligate funds for projects to be completed under task agreements to this Cooperative Agreement which shall also specify scope of work, period of performance and deliverables. Funding for multiple year projects will be annually contingent upon subsequent fiscal appropriations to the NPS and/or the funding processes of the college.
Justification: Both Paterson Great Falls National Historical Park’s (NHP) enabling legislation (16 U.S.C. § 410lll(c)(3)) and its General Management Plan (GMP) define it as a “partnership park” in the national park system. As a partnership park, it requires many parties to cooperate to preserve the park’s resources, provide experiences for visitors, and accomplish the vision of the park. The park’s GMP can only be implemented through multiple partnerships.
Specifically, the GMP cites both Passaic County and colleges and universities as crucial to enhancing mission achievement and improving the park’s public service to the community (GMP p. 45, figure 2.1). Passaic County Community College’s physical presence in downtown Paterson, New Jersey fully engages it with the local community. The college’s long established (50 years) presence in the community and extensive resources greatly strengthen and multiply NPS resources in Paterson, New Jersey. The college possesses technical expertise in curriculum development and implementation, proximity to Paterson, New Jersey school students, and access to Paterson Public School classes and teachers that make it a crucial partner to the park in improving public service to the community.
