The sole-source justification is based on the specialized nature of the equipment required to measure extreme impulse sound levels (170-180 dB Sound Pressure Level or higher) generated by firearms and explosives at the Naval Medical Research Center.
The required items include three pressure standard microphone sets, three microphone holders, three cables, one multifunction sound calibrator, and six sound level meters with associated hardware and training. The delivery requirement is four weeks After Receipt of Order. This is not a competitive solicitation; interested vendors may challenge the sole-source basis by submitting a capability statement (not to exceed six letter-sized pages, 10-point font minimum) that includes management, technical, and cost data to Mr. Brian Selck at brian.l.selck.civ@health.mil by 1000 Pacific Daylight Time on Monday, August 31, 2026. The North American Industry Classification System (NAICS) code for this requirement is 334519 (Other Measuring and Controlling Device Manufacturing), which carries a small business size standard of 600 employees. The associated Product Service Code (PSC) is 6515 (Medical and Surgical Instruments, Equipment, and Supplies).
The objective of this sole-source award is to procure an Impulse Noise Level System for use at the Naval Medical Research Center (NMRC) located at Camp Pendleton, CA 92055-5191, United States. The NMRC utilizes this system to measure intense impulse sound levels—especially those generated by firearms or explosives—which can reach peaks of 170 to 180 dB Sound Pressure Level (SPL) or higher. Because standard sound measurement instruments cannot accurately capture these extreme thresholds, a specialized system is required. The system manufactured by Axiometrix Solutions Inc. is uniquely designed and configured with the highly specialized components necessary to safely and accurately measure high-level ballistic and explosive impulses.
