Notice of Intent to Sole Source Award

The Defense Health Agency Contracting Activity (DHACA), Healthcare Contracting Division - West intends to award a firm fixed price Purchase Order to K-Laser USA, Inc. (UEI: XSWECVCH9PN3, CAGE: 13KS0) located in Englewood, Colorado for the procurement of one Indiba/K-Laser Speciale Live 50 Med Class IV laser system for the Interventional Pain Management Clinic (IPMC) at Madigan Army Medical Center (MAMC) in Tacoma, Washington. The procurement falls under NAICS code 334510 (Electromedical and Electrotherapeutic Apparatus Manufacturing) with a business size standard of 1250 employees, and PSC code 6515 (Medical and Surgical Instruments, Equipment, and Supplies). The award is being made under FAR RFP 12.102(a) for acquisitions valued below the Simplified Acquisition Threshold with only one source available to meet government needs.

The K-Laser Speciale Live 50 Med specifications include 40W Continuous Wave/50W Intense Super Pulse power output, physical dimensions of 10.24" × 12.20" × 11.81" to meet space constraints, and six wavelengths (1064nm, 970nm, 905nm, 800nm, 660nm, and 445nm). The complete package includes three therapy handpieces (SML 117 Smart Fiber, MP681 APM Distal, SML118 Smart Optical), protective goggles, a SML 119 ENT handpiece, and a training and marketing package providing K-Laser Academy access, educational modules, certification exams, and a marketing starter kit. The system includes a 5-year standard warranty on the device and 2-year limited warranty on consumables (fiber and batteries). Delivery is required to BLDG 9040A Fitzsimmons Drive, Tacoma, WA 98431, with an estimated 90-day delivery schedule. Interested vendors may challenge the sole source basis by submitting capability statements (maximum two pages, 10-point font) demonstrating capability to provide the equipment, with submissions due by 10:00 a.m. Pacific Time on Wednesday, July 15, 2026, to Contract Specialist Cha-on P. Gordon (chaon.p.gordon2.civ@health.mil) and Contracting Officer Mariangela Monsalve (mariangela.j.monsalve.civ@health.mil). The justification for sole sourcing emphasizes that medical providers and biomedical equipment technicians are currently trained and certified on K-Laser systems, and introducing an alternate platform would require extensive factory retraining, delay mission-critical rehabilitation services, and introduce safety vulnerabilities during platform transition.

Agency and Requirement Description and Market Research Conducted:

DHA HCD-W is supporting Madigan Army Medical Center at Joint Base Lewis-McChord (JBLM) in Tacoma, WA, with a critical requirement for to procure Brand Indiba /K-Laser Speciale Live 50 for the Interventional Pain Management Clinic (IPMC). Due to the exacting clinical specifications of these medical products, no substitutes are permissible. Due to limited space constraints, the government requires a laser that does not exceed the following dimensions: 10.5” x 12.5” x 12 and Power 40W CW/ 50W ISP. The medical providers and biomedical equipment technicians (BMET) at this Military Treatment Facility (MTF) are currently trained and certified on K-Laser Class IV medical laser systems.

Procurement of the K-Laser Speciale Live 50 Med guarantees immediate operational readiness, adherence to established clinical protocols, and continuity of patient care without interruption. Introducing a non-standardized, alternate laser platform would mandate extensive factory retraining for both clinical operators and maintenance personnel. This would result in unacceptable delays to mission-critical rehabilitation services, introduce temporary safety vulnerabilities during the platform transition, and incur redundant administrative and training costs to the Government.

Delivery location:

Madigan Army Medical Center, Pain Management Clinic (IPMC) BLDG 9040A Fitzsimmons Drive Tacoma, WA 98431

Estimated Delivery Schedule: 90 Days ARO
