About this file

This is a Notice of Intent to Sole Source, a special notice published by the Department of the Air Force on behalf of the US Air Force Academy (USAFA).

The USAFA Department of Physics and Meteorology intends to award a firm-fixed-price purchase order for 200 hours of remote IT support and custom software upgrades for the USAFA One-Meter Telescope to Lunt Solar Systems, located at 2520 N Coyote Dr Suite 111, Tucson, Arizona 85745. Lunt Solar Systems is a small business and the sole authorized US distributor for the Original Equipment Manufacturer (OEM), Astro Systeme Austria (ASA). The required services involve specialized remote engineering labor to integrate a new main telescope control computer and perform custom software upgrades, specifically including upgrades to the dome control motor/motion logic, tracking, pointing, and camera compatibility to enable efficient low-earth orbit satellite tracking. The sole source justification is based on the proprietary nature of the telescope hardware and control architecture; third-party vendors lack access to the proprietary source code necessary for integration and reprogramming, making the OEM's sole distributor essential for system interoperability and hardware-software synchronization. The notice is classified under NAICS Code 541511 (Custom Computer Programming Services) and PSC Code DA01 (IT and Telecom - Business Application/Application Development Support Services). The response deadline for capability statements is 27 July 2026 at 10:00 AM MDT, with submissions directed to Ron Wilson (ronald.wilson.26@us.af.mil) or Wanda Farr (wanda.farr@us.af.mil). An ombudsman, Mr. James Anderson, has been appointed to address concerns from interested parties at 719-333-2074 or james.anderson.72@us.af.mil.
