About this file

This document is a Notice of Intent (NOI) issued by the National Institute of Allergy and Infectious Diseases (NIAID) for bat colony management and veterinary care. The solicitation (NOI-NIAID-25-00001) intends to negotiate a non-competitive contract with Colorado State University's Laboratory Animal Resources for the care and maintenance of a Jamaican Fruit Bat colony. While the document is not a formal request for proposal, it invites interested vendors to submit capability statements demonstrating their potential to meet the requirement by 11:00am Eastern Standard Time on September 22, 2025.

The solicitation indicates the government believes Colorado State University is the sole source capable of providing the required services due to compatibility requirements. The statutory authority for this sole source procurement is 41 U.S.C. 253(c)(1), implemented through FAR 13.106-1, which allows for selection when only one responsible source can satisfy agency requirements. Vendors interested in challenging the sole source determination may submit capability statements to Matt Lear at matt.lear@nih.gov, with the government retaining discretion on whether to conduct a competitive procurement based on received responses.
