BACKGROUND AND OBJECTIVES

The objective of the modification to this Cooperative Agreement is to continue to advance implementation of the Lamprey River as a National Wild and Scenic River. The Lamprey River in 1996, was designated by Congress as a component of the National Wild and Scenic River System for its free-flow, water quality, and outstandingly remarkable values. The National Park Service manages the River in partnership with the State of New Hampshire, the towns of Epping, Lee, Durham, and Newmarket, the Lamprey River Wild and Scenic Subcommittee (LRWSS), and the Lamprey River Watershed Association.

The Lamprey River Watershed Association which formed in 1980, is the principal non-profit 501(c)(3) conservation organization devoted to restoration, conservation, and wise development and use of the natural resources of the Lamprey River watershed. Its key goals are conserving fish and wildlife, forests, soil and water resources, along with pollution abatement. The Lamprey River Watershed Association works through education and research to increase the understanding among citizens about the importance of water and land conservation in the watershed, and partners with other conservation organizations and citizen groups to maintain or improve the natural health and beauty of the watershed. The Recipient was the principal local sponsor of Wild and Scenic designation, and has a long history of working with state and federal agencies on conservation, restoration, and public education initiatives associated with the Lamprey River and its tributaries. This Agreement furthers an established 20-year collaborative partnership that in 1995, was initiated between NPS and the Recipient on behalf of LRWSS and in support of the Lamprey Wild and Scenic River under CA1600-95-010 (1995-2000), and continued under CA4520-B-0022 (2001-2006), H45070600064 (2006-2011), and P11AC40845 (2011-2016).

The Agreement advances the objectives of the NPS and the Recipient in their mutual desire to conserve the resources of the Lamprey River through implementation of the 2013 Lamprey Rivers Management Plan (Management Plan). Sub-components within this overall objective include: facilitating the transfer of appropriated funds to the Recipient for expenditure in accordance with the Management Plan and on behalf of the LRWSS representing the towns of Epping, Lee, Durham, and Newmarket; and facilitating the undertaking of specific projects approved by the Epping, Lee, Durham, and Newmarket by acting as the LRWSS’s fiduciary agent. Projects as outlined in the Management Plan include: Enough Clean Water, History and Archaeology, Land Protection and Conservation, Outreach and Education, Project Review, Recreation and Public Enjoyment, and Wildlife and Ecology.
