OVERVIEW

The Pueblo of Zuni considers ancestral archaeological sites to be traditional cultural properties (TCPs) because these sites are tangible monuments validating Zuni emergence and migrations, which play a fundamental role in sustaining Zuni individual and collective cultural identities. The Pueblo of Zuni also asserts that archaeological sites are eligible to the National Register of Historic Places.

The purpose of this project is:

1. Mitigate, in part, the adverse effects caused by operations of the Glen Canyon Dam on those characteristics that make up the Zuni ancestral sites.

2. Document the importance of the Grand Canyon, the Colorado and Little Colorado Rivers, and the Zuni ancestral sites from a Zuni tribal perspective.

3. Create a documentary film to be used as educational material in the Zuni school systems, for the general Zuni public, and stakeholder participants in the Glen Canyon Dam Adaptive Management Program (GCDAMP).

RECLAMATION INVOLVEMENT

This acquisition is for a grant with minimal involvement of the U.S. Government.

SINGLE-SOURCE JUSTIFICATION

DEPARTMENT OF THE INTERIOR

SINGLE SOURCE POLICY REQUIREMENTS

Department of the Interior Policy (505 DM 2) requires a written justification which explains why competition is not practicable for each single-source award. The justification must address one or more of the following criteria as well as discussion of the program legislative history, unique capabilities of the proposed recipient, and cost-sharing contribution offered by the proposed recipient, as applicable.

In order for an assistance award to be made without competition, the award must satisfy one or more of the following criteria:

(1) Unsolicited Proposal – The proposed award is the result of an unsolicited assistance application which represents a unique or innovative idea, method, or approach which is not the subject of a current or planned contract or assistance award, but which is deemed advantageous to the program objectives;

(2) Continuation – The activity to be funded is necessary to the satisfactory completion of, or is a continuation of an activity presently being funded, and for which competition would have a significant adverse effect on the continuity or completion of the activity;

(3) Legislative intent – The language in the applicable authorizing legislation or legislative history clearly indicates Congress’ intent to restrict the award to a particular recipient of purpose;

(4) Unique Qualifications – The applicant is uniquely qualified to perform the activity based upon a variety of demonstrable factors such as location, property ownership, voluntary support capacity, cost-sharing ability if applicable, technical expertise, or other such unique qualifications;

(5) Emergencies – Program/award where there is insufficient time available (due to a compelling and unusual urgency, or substantial danger to health or safety) for adequate competitive procedures to be followed.

Reclamation did not solicit full and open competition for this award based the following criteria:

Single Source Justification Description:

To the Zuni people the Colorado River and the Grand Canyon are very sacred and extremely important to Zuni culture and religion. Zuni religious beliefs, narratives, ceremonies and prayers are intrinsically tied to the entire ecosystem of the Grand Canyon, including the Zunis’ familial relationship with birds, animals, soils, rocks, vegetation and water that comprise the environment of the Grand Canyon. Similarly, the Zuni people are concerned about activities that take place within the Grand Canyon that may have an impact on their cultural and historic preservation. They are intimately familiar with these places, monuments, and sites of significance and have the greatest knowledge of their importance, location, and characteristics. They are the best, and uniquely qualified entity to carry out the proposed work.

The Pueblo of Zuni is currently a member of the GCDAMP that was established for the long term preservation and management of the cultural and natural resources of the Grand Canyon. This is a continuation of that work.

STATUTORY AUTHORITY

Public Law 89-665 National Historic Preservation Act, Section 101(e)(3)(B) states:

The Secretary may also, in consultation with the appropriate State Historic Preservation Officer, make grants or loans or both under this section to Indian tribes and to nonprofit organizations representing ethnic or minority groups for the preservation of their cultural heritage.

Filming the Zuni Tribe’s cultural, historical and religious sites, monuments, and tribal migration directly relates to the statute’s purpose of preserving Indian tribe’s historic cultural heritage. The film will further contribute to the statute’s purpose by providing a means of educating the public about these places and their history.
