About this file

This is a Notice of Intent to modify an existing contract for environmental cleanup services at the Idaho National Laboratory Site.

The U.S. Department of Energy (DOE) Idaho Cleanup Project intends to award a sole source modification to Contract Number 89303322DEM000061 with the Idaho Environmental Coalition, LLC (IEC) to increase the contract ceiling for additional safe environmental cleanup activities. The work includes treating, storing, and dispositioning radioactive and hazardous wastes; dispositioning targeted retrieved waste; removing or deactivating unneeded facilities; and preparing used nuclear fuel and high-level waste for removal from Idaho. The modification is justified under 41 USC 3304(a)(1) (sole source authority) because IEC is the only company with approved programs and plans in place to continue DOE Office of Environmental Management's strategic cleanup activities at the INL Site without service interruption. The contract ceiling increase accommodates requirements within the general scope of the original contract and does not constitute a cardinal change, as the type of work was included in the original Performance Work Statement.

Responsible sources believing they can perform these services in their entirety must submit a written notification of interest and capability statement via email to bolinem@id.doe.gov by 4:00 pm Eastern Daylight Time within 15 days of this announcement issuance. The Government will consider all responses but retains sole discretion to determine whether to compete this action. This notice does not obligate the Government to award any contract or carry out any contract action, and DOE will not be responsible for costs incurred in response to this notice.

Text version

The U.S. Department of Energy (DOE) Idaho Cleanup Project (DOE ICP) at the Idaho National Laboratory (INL) Site intends to award a sole source modification to Contract Number 89303322DEM000061 with the Idaho Environmental Coalition, LLC (IEC) to increase the contract ceiling for additional safe environmental cleanup of the INL Site, contaminated with legacy wastes generated from World War II-era conventional weapons testing, government-owned research and defense reactors, spent nuclear fuel reprocessing, laboratory research, and defense missions at other DOE sites using the statutory authority 41 USC 3304(a)(1), as implemented by Federal Acquisition Regulation (FAR) Subpart 6.103-1 entitled “Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.” IEC is already responsible for managing cleanup activities within the DOE ICP at the INL, which includes treating, storing, and dispositioning a variety of radioactive and hazardous wastes; dispositioning targeted retrieved waste; removing or deactivating unneeded facilities; and preparing used nuclear fuel (UNF) and high-level waste (HLW) for removal from Idaho. These activities are necessary to implement DOE-EM strategic objectives, meet the milestones contained within regulatory agreements, and achieve specific End States on the Idaho National Laboratory Site. IEC is the only known company that has approved programs and plans in place to continue the DOE Office of Environmental Management’s strategic imperatives for site cleanup activities that are being performed on the INL Site with no interruption to services.

This action increases the contract ceiling to accommodate requirements that are within the general scope of the original contract and does not constitute a cardinal change.

While the funding profile has changed, the type of work to be performed was included and competed as part of the original contract’s Performance Work Statement (PWS).

This notice serves as notice of intent to modify the existing contract and is not a request for proposals, and no solicitation is forthcoming. However, responsible sources that believe they can perform these services in their entirety must submit a written notification of interest and capability statement by 4:00 pm Eastern Daylight Time (EDT) within 15 days of issuance of this announcement, which will be considered by the agency. DOE will not be responsible for any costs incurred in response to this notice.

Capability statements shall be submitted via email to bolinem@id.doe.gov. A determination by the Government not to compete this proposed action based upon responses to this notice is solely within the discretion of the Government. This notice in no way obligates the Government to award any contract or carry out any contract action.
