About this file
This is a Notice of Intent to Sole Source a procurement for the National Institute of Standards and Technology (NIST). NIST intends to award a firm-fixed-price purchase order to APS Dynamics, Inc. d.b.a. SPEKTRA (located in San Juan Capistrano, California) for an upgrade to NIST's existing Primary Vibration Calibration System. The upgrade will enhance the system's capability to perform uniaxial excitation of sensors across an extended frequency range while minimizing measurement uncertainty and cross-axis motion. The existing system comprises a Spektra CS18 vibration calibration system, Polytec OFV-5000/OFV-534 laser vibrometer, Spektra APS129, APS500, and APS600 shakers with associated power amplifiers and zero-position controllers, and a Spektra FECB electrical calibration unit. Delivery is required within twenty weeks from the effective award date, and the contract will include a two-year warranty.
NIST justifies the sole-source award based on Spektra's unique position as the original equipment manufacturer of the core system components and its demonstrated capability to provide compatible future upgrades. The determination emphasizes that only Spektra can ensure full compatibility with existing PVCS components and system architecture; alternative vendors would require substantial equipment replacement, introduce significant technical risk, demand extensive revalidation of calibration capabilities, and cause unacceptable operational disruption. This acquisition is classified under NAICS code 334519 (Other Measuring and Controlling Device Manufacturing) with a small business size standard of 600 employees. Interested parties believing they can satisfy the stated requirements must submit capability statements by email to jennifer.lohmeier@nist.gov no later than April 7, 2026 at 10:00 AM Eastern Time. All responses must include contractor name and address, point of contact information, SAM Universal Entity Identification (UEI), business classification validated in SAM.gov, and a capability statement.

NOTICE OF INTENT TO SOLE SOURCE
Contracting Opportunities Announcement Type: Special Notice Announcement Number: AMDTCNOI2600949 Subject: Primary Vibration Calibration System Upgrade
Introduction This is a notice of intent, not a request for a quotation. A solicitation document will not be issued, and quotations will not be requested.
Purpose The National Institute of Standards and Technology (NIST) intends to negotiate a firm-fixed priced purchase order on a sole source basis with APS Dynamics, Inc. d.b.a. SPEKTRA, located at 732124 Paseo Adelanto, Suite 3, San Juan Capistrano, California 92675, USA. The purchase order will specifically procure an upgrade to the existing Primary Vibration Calibration System, which consists of Spektra CS18 vibration calibration system, Polytec OFV-5000/OFV-534 laser vibrometer, Spektra APS129, APS500, and APS600 shakers (with associated power amplifiers and zero-position controllers), and Spektra FECB electrical calibration unit. The upgraded system will enable uniaxial excitation of sensors across an extended frequency range while minimizing measurement uncertainty and cross-axis motion.
Delivery shall be made within twenty (20) weeks from the effective date of award and shall include a two (2) year warranty.
Authority This acquisition is being conducted under the authority of FAR Subpart 12.102(b) allowing the Contracting Officer (CO) to solicit from one source. The North American Industry Classification System (NAICS) code for this acquisition is 334519 — Other Measuring and Controlling Device Manufacturing with the small business size standard of 600 employees.
Description See attached Statement of Work (SOW) document.
Sole Source Determination The sole source determination is based on the following:
The Government’s minimum requirements include full compatibility with the existing PVCS components currently in NIST’s possession; and a demonstrated capability to provide future upgrades using compatible components within the existing system architecture. Only Spektra, as the original equipment manufacturer (OEM) of the core system components, is capable of meeting the Government’s requirements to ensure full compatibility with the existing PVCS components currently in NIST’s possession and to demonstrate the ability to provide future upgrades using compatible components within the established system architecture. Spektra is uniquely qualified to provide a fully integrated upgrade that ensures seamless interoperability with existing shakers, control electronics, and calibration infrastructure. No other vendor can provide an upgrade that maintains compatibility with the installed system without requiring substantial replacement of existing equipment. Such replacement would introduce significant technical risk, require extensive revalidation of calibration capabilities, and result in unacceptable disruption to NIST operations. Therefore, only Spektra can provide the required system upgrade.
Information for Interested Parties Interested parties that believe they could satisfy the requirements listed above for NIST may clearly and unambiguously identify their capability to do so in writing by or before the response date for this notice. This notice of intent is not a solicitation and questions will not be entertained.
All responses to this notice of intent must be submitted via email to jennifer.lohmeier@nist.gov so that they are received no later than April 7, 2026 at 10:00 AM, Eastern Time.
Each response shall include the following Business Information:
a. Contractor Name, Address,
b. Point of Contact Name, Phone Number, and Email address
c. Contractor (SAM) Universal Entity Identification (UEI)
d. Contractor Business Classification (i.e., small business, 8(a), woman owned, HUBZone, veteran owned, etc.) as validated in System for Award Management (SAM). All offerors must have an active registration in www.SAM.gov.
