About this file

This is a Notice of Intent to award a single-source Purchase Order to Oxford Instruments, Inc. for a 12-month maintenance service agreement covering two Oxford UltimMax 100 Energy Dispersive Spectrometer (EDS) detectors and associated software/computer systems installed at the USGS Alaska Volcano Observatory in Anchorage, Alaska. The USGS has determined that Oxford Instruments is the only qualified source capable of providing these services, as the company created and administers the detector database. The contract will be awarded under FAR 13.106-1(b) as a simplified acquisition of commercial items. All interested parties may submit quotations by email to aberry@usgs.gov no later than January 28, 2026 at 0500 PST, though the government reserves sole discretion to determine competitiveness based on responses received. The NAICS code is 811210 (Electronic and Precision Equipment Repair and Maintenance) and the PSC code is J066 (Maint/Repair/Rebuild of equipment).

The maintenance agreement encompasses routine preventive maintenance through one annual field service engineer visit covering parts, labor, and travel; priority technical support during standard business hours; emergency field visits as needed with labor and travel covered; repair and replacement of malfunctioning detectors including accidental damage with loaner units provided during repairs; software updates; and guaranteed 24-hour communication response. The Place of Performance is the USGS Alaska Volcano Observatory at 4230 University Drive Suite 100, Anchorage, Alaska 99508, with a one-year performance period beginning from the award date. No government-furnished property is required, and contractor access to the USGS facility requires coordination with the technical liaison.

NOTICE OF INTENT

This is a notice of intent to solicit from a single source.

The US Geological Survey (USGS) intends to award a Purchase Order to Oxford Instruments, Inc. for a maintenance service agreement for 2 spectrometers as described in the attached Statement of Work.

Award will be made in accordance with Federal Acquisition Regulation (FAR) 13.106-1(b) and the procedures at FAR Part 12 entitled, Acquisition of Commercial Items and FAR Part 13 entitled, Simplified Acquisition Procedures. Oxford Instruments, Inc is, to the knowledge of the USGS, the only source who can provide this service, as they created and administer the database.

The purpose of this notice is to satisfy the requirements of FAR Subpart 5.2. This notice of intent is not a request for competitive quotes. However, all responsible parties may submit a quotation which shall be considered by the agency. No solicitation will be issued. A determination not to compete this action based upon responses received is in the sole discretion of the Government.

The NAICS code 811210, Electronic and Precision Equipment Repair and Maintenance, and PSC code J066, Maint/Repair/Rebuild of equipment – instruments and laboratory equipment apply to this announcement.

Responses or inquiries shall only be accepted through electronic mail addressed to aberry@usgs.gov and must be uploaded and received in their entirety no later than 01/28/2026 at 0500 PST. Responses submitted by hardcopy or the any web portal shall not be accepted or considered.

A. Introduction The USGS Alaska Volcano Observatory (Anchorage, AK) hosts a Scanning Electron Microscope (SEM) equipped with 2 Oxford UltimMax 100 Energy Dispersive Spectrometer (EDS) detectors and Aztec Live software. These detectors and their operating software support response and background research on Alaska volcanoes, as well as data collection for the Alaska Science Center minerals group.

B. Background The EDS detectors are the core component of the SEM’s analytical capability and primary use of the instrument. Down time or failure of the detectors would limit utility of the instrument. Maintenance and warranty of these detectors, as well as software upgrade support, ensures that users will have continued use of this instrument, and benefit from any improvements in software capability and data processing. The service contract and warranty also ensures that the detectors are maintained and operating according to manufacturer specifications, and also ensures data collected remain valid for QMS purposes. The detectors are provided by a separate vendor than the SEM itself, and thus require a separate service contract.

C. Scope 12-month service contract for continued maintenance and warranty of the OXFORD UltimMax 100 EDS detectors and associated software/computer systems at the Alaska Volcano Observatory.

II. WORK REQUIREMENTS

A. Technical Requirements.

The service contract will cover routine maintenance (including software upgrades), as well as provide access to field engineers/support in the event of unforeseen instrument malfunctions and replacement of equipment that cannot be repaired.

1. Criteria for acceptance of Product or Service The maintenance agreement covers the entire Oxford EDS system installed at the Alaska Volcano Observatory (2 detectors, software and support electronics). The following shall be provided:
