About this file
This document is a Notice of Intent (NOI) for a sole source procurement by the Department of the Interior's Bureau of Indian Affairs (BIA) Public Investment Management Asset (PIMA) Agency. The agency seeks to continue two part-time contractor positions: a Realty Specialist and an Environmental Coordinator, each working approximately 30 hours per week, to provide technical guidance and support for Indian lands within the Gila River and Ak-Chin Indian Communities.
The procurement is structured as a firm fixed-price purchase order with a performance period from October 1, 2025, to September 30, 2026, with an anticipated award date of September 20, 2025. The solicitation (DOIDFBO250067) is unrestricted and intended to be sole-sourced to LDSS, Inc., based on their unique qualifications, including local Phoenix area presence, knowledge of specific Indian communities, PIMA experience, and extensive realty/environmental expertise. Potential vendors may submit quotations by email to Samantha_davis@ibc.doi.gov no later than September 5, 2025, at 1 pm eastern time. This procurement is a short-term solution following the dissolution of the Federal Consulting Group (FCG) in March 2025.

FCG was dissolved in March 2025 on the recommendation of the Department of Government Efficiency (DOGE) and the BPA was determined to be no longer usable as a matter of compliance with the current administration.
As such, this action is one of many short-term solutions for requirements that would have been reprocured under the BPA but were impacted by the dissolution of FCG. This requirement is critical in supporting these mission critical services in the most administratively efficient way possible while DOI actively seeks the best competitive solution.
