NOTICE OF INTENT TO SOLE-SOURCE
The United States Department of Energy (DOE), Office of International Affairs (IA) has a requirement for technical analysis, coordination and assistance activities for the benefit of assistance-eligible developing countries under the auspices of the Clean Energy Ministerial’s Carbon Capture, Utilization, and Storage Initiative (CEM CCUS) and related activities.
This requirement will assist DOE in attaining its mission to advance CCUS technologies and enabling frameworks globally as part of an “all fuels, all technologies” strategy for clean energy, bolster adoption by other countries of U.S. principles, tools and approaches for CCUS, and lay the groundwork for further CCUS deployment. DOE is a driving force behind the CEM CCUS Initiative.
Scope:
1. The Contractor will:
• Facilitate and help provide strategic guidance and steer the work of the CEM
CCUS Initiative in collaboration with the Initiative’s Lead Countries and Members.
• Continue to engage with the finance sector, and initiate collaboration with other key industry sectors, such as cement, steel and power.
• Make tangible contribution towards ensuring that CCUS is part of Multilateral Development and other financial institutions’ clean energy investment policy, by actively facilitating the work of the CEM CCUS Initiative’s “Finance Sector Lead Group for CCUS” and disseminating the 2020 “Key Financing Principles for CCUS,” in particular to recipients and through channels geared toward the benefit of assistance-eligible developing countries like Mexico, South Africa, and Indonesia.
• Coordinate development of a major deliverable on CCUS finance, building on and leveraging the aforementioned effort as well as any new analysis available on CCUS, and targeting assistance-eligible developing countries, for release or implementation at the 12th Clean Energy Ministerial (CEM12) and/or the Asian Clean Energy Forum (ACEF), both tentatively scheduled for Q2 CY2020.
Author Krystal: Can it just be DOE?
Do we need to include IA here? The value goes beyond IA given that FE leads most international CCUS efforts for the agency.
DOE Special Notice Number: 89303020CIA000001
• Leverage the CEM CCUS Initiative’s membership, partnerships, and networks, especially the CEM, the International Energy Agency (IEA) and the IEA Technology Collaboration Programmes (TCP), to actively seek new members and partners, especially from assistance-eligible developing countries.
• Initiate efforts to link the CEM CCUS Initiative and its work streams with and collaborate with other relevant multilateral forums, such as the G20, the World Economic Forum, Carbon Sequestration Leadership Forum (CSLF), and others to highlight the importance of CCUS for a clean energy future and identify opportunities to cooperatively address barriers to CCUS deployment.
• Ensure communication and visibility of the CEM CCUS Initiative activities relevant to CCUS topics, both internally within the CEM, its channels and events, and externally, including, but not limited to, stakeholders of other international CCUS activities, such as the IEA’s CCS unit, relevant IEA TCPs, and CSLF.
• Represent and help represent the CEM CCUS Initiative in relevant CEM and external meetings and forums as agreed, focusing in particular on those that include representation from assistance-eligible developing countries.
• Organize and convene several key regional and/or thematic workshops and events on CCUS, together with CEM CCUS Initiative Members, partner organizations, and other stakeholders.
• Prepare high-level briefing materials (including presentations) for CEM CCUS
Initiative Lead Members and other Members who represent the Initiative at events.
