About this file

This is a Questions and Answers document for the ASSF-FY26-ARM-2 federal grant opportunity supporting the American Spaces network in Armenia. The document addresses two primary topics: indirect costs and staffing expenses. Regarding indirect costs, applicants with a Negotiated Indirect Cost Rate Agreement (NICRA) should apply their negotiated rate to Modified Total Direct Costs (MTDC) and budget this as a separate line item on the SF-424A. Applicants without a NICRA may elect the de minimis rate of up to 15% of MTDC consistent with 2 CFR 200.414(f). Indirect costs are allowable and do not count toward the $66,500 operational cost cap.

For staffing, the document clarifies that existing American Spaces Coordinators at the six Armenian Spaces are not to be paid through this award; their salaries continue to be funded separately by the Embassy or host institution. The "Staffing" cost category supports the recipient's own program implementation staff, such as IT support, project coordinators, accountants, and program facilitators directly executing grant activities. Applicants must budget only for the percentage of level of effort (LOE) dedicated to grant-funded activities for award-funded personnel, not full salaries unless an individual works 100% on award activities. Applicants are required to clearly document and justify the proposed LOE for each position in the SF-424A Personnel budget narrative.

NOFO Questions & Answers

ASSF-FY26-ARM-2

Question 1: NICRA For applicants with a negotiated NICRA, should the NICRA be counted as part of the $66,500 operational cost cap?

Answer: Answer: Indirect costs charged under an applicant's Negotiated Indirect Cost Rate Agreement (NICRA) are an allowable cost under this award.

Applicants with an approved NICRA should apply their negotiated rate to Modified Total Direct Costs (MTDC) and budget this amount as a separate "Indirect Charges" line item on the SF-424A. Applicants without a NICRA on file may elect the de minimis rate of up to 15% of MTDC, consistent with 2 CFR 200.414(f).

Question 2: Staffing The NOFO identifies "Staffing – Personnel supporting program implementation" as an allowable cost and states that the recipient is responsible for selecting and managing coordinators and executing staff-related payments using award funds. Could you please clarify whether the existing American Spaces Coordinators at the six Spaces are expected to be paid through this award, or whether their salaries will continue to be funded separately by the Embassy/host institution? If their salaries are to be charged to the award, should applicants budget for the full salary or only the percentage of time devoted to grant-funded activities?

Answer: The existing American Spaces Coordinators at the six Spaces are not intended to be paid through this award.

Rather, the "Staffing" cost category under this award is intended to support the recipient's own program implementation staff, for example, IT support, a project coordinator, an accountant, program facilitators, and other service providers directly engaged in executing the grant-funded activities. Applicants are responsible for selecting, managing, and compensating this staff using award funds.

For any award-funded personnel, applicants should budget only for the percentage of level of effort (LOE) dedicated to grant-funded program activities, not full salaries, unless an individual works 100% of their time on award-funded activities. Applicants must clearly document and justify the proposed level of effort (e.g., 50% LOE) for each position in the SF-424A Personnel budget narrative.
